Program Description: The SNAP Employment & Training, Technical Assistance program is intended to ensure that employment & training programs are providing exceptional services to SNAP and TANF customers and their families in Illinois. The Grantee will offer training and technical support on a regular basis to enhance the knowledge, quality and professionalism of the employment and training providers at DHS. They will offer trainings regularly, to train staff at Employment and Training organizations funded by the Office of Workforce Development recognizing that there is often staff turnover at our grantee organizations which can affect program knowledge and the quality of services. Trainings will be regularly offered in regards to Department program models and how to comply with program requirements, data collection systems, best practices in collaborative career planning, employability assessments, employment placement, effective customer recruitment, motivational interviewing, principles and practices of racial equity and various other identified trainings and support activities. These services build upon provider capacity and capabilities and are delivered through a variety of venues and techniques which may include training conferences, meetings, workshops, video and web trainings, etc. Additional ETTA functions should include an online resource center, networking activities, a training advisory group and the capacity to provide the staff support for various ad-hoc committees to ensure provider input related to program development and program improvement activities.
Eligibility is limited to Bureau of Employment & Training grantees currently funding under CFSA 23-444-80-2538
To be eligible to apply, all current grantees must be registered in the Illinois GATA Grantee Portal, meet the Pre-Qualification Process, and complete the FY24 Internal Control Questionnaire (in the GATA Grantee Portal). See Grant Application Information and Instructions webpage for more detail.

The Bureau of Employment and Training reserves the right to request additional information from the applicant to assist in FY24 funding and programmatic decisions.
