Welcome
- Dr. Haake called the meeting to order at 3:03pm
Open Meetings Act
- Sherrie L. Crabb clarified that this committee meeting is subject to the Illinois Open Meetings Act and will follow guidelines set forth in the Open Meeting Act statute.
- All members complete the Open Meetings Act training (link provided).

CESSA Legislation
- Sherrie L. Crabb provided information to the committee regarding CESSA Legislation including the continuum, current crisis responses system.
- Dr. Joseph Haake provided information to the committee regarding CESSA structure and charge of the Advisory Committees including the continuum of police and community response and the makeup of the coordinated agencies for community response.
CESSA Structure
- Statewide Advisory Committee
  - 1 Statewide
- Regional Advisory Committee Roles and Responsibilities
  - Charged to assist with the execution of CESSA legislation; will make recommendations on CESSA protocols in 2022. Attempts to push back recommendation submission deadline - original deadline is January 2023.
  - Sherrie L. Crabb provided members with the mission of the Regional Advisory Committees (RAC) and defined the committee membership makeup.
- RAC Charter
  - Sherrie L. Crabb introduced and reviewed the CESSA Charter and will provide it to members to review via email; vote on Charter will take place at next meeting.
  - Sherrie reviewed selected deliverables for the RAC
Questions and Answers
- Sherrie L. Crabb posed opportunity for members to ask questions or prompt member discussion:
  - Dr. Haake recommended that if members aren't able to regularly attend that a proxy is identified to attend regularly or an alternative member is provided.
State Updates
- Peter Eckart provided an update on
  - Capacity issues delayed implementation of regional meetings; state is unable to make announcements regarding extension of the recommendation submission deadline but that there is a process underway at the state level. Information will be provided to committee co-chairs when it becomes available.
  - Clarified that until the entire CESSA process is complete at the regional and state level, there will not be any changes to procedures in regards to the CESSA act.

- The floor was opened for public comment and there were none brought forth.
Dismissal
- Michael Spud Egbert made a motion to dismiss, Sherrie L. Crabb seconded, all in favor, meeting dismissed at 3:49 PM
