revised manual materialProcessing a SNAP only Application From an Approved Facility

  • Approved facility submits the application to Family Community Resource Center (FCRC) via Application for Benefits Eligibility (ABE) Provider Portal, Fax, or in person for customer within 10 days of discharge.
  • Application registration is automatically completed when application is submitted via ABE Provider Portal.
  • FCRC worker determines if customer will be discharged within 10 days of receipt of application.
  • FCRC worker schedules/conducts interview, and updates information, as necessary.
  • FCRC worker initiates Data Collection, runs eligibility, but does not certify before Actual Release Date.
  • On the customer's Actual Release Date, facilities with ABE Provider Portal access may report the Actual Release Date via the portal. This will create a "DOC/MH Release Date" task in the "Ready to Certify" queue. An IES system batch process will attempt to update the date and close the task. 
  • If not auto-updated, the worker processing the SNAP benefits should start the task from the Electronic Documents Inbox page and update the Actual Release Date from the facility on the Living Arrangement/Domicile- Details page. This will create a new record on the page.
  • FCRC worker also updates the Living Arrangement Type on the Living Arrangement/Domicile- Details page and the Household Address before running eligibility and certifying the case.
  • If the "DOC/MH Release Date" task does not exist on the case, FCRC worker initiates Data Collection using "Continue Previous Action".
  • FCRC worker updates the Actual Release Date on the Living Arrangement/Domicile- Details page. This will create a new record on the page and the worker must then update the Living Arrangement Type.
  • FCRC worker navigates to the Household Address - Summary page in IES and updates the address information. Run eligibility and certify the case.
  • If other individuals who are not the Head of Household (HoH) request SNAP but do not reside in the same facility, they will be excluded from the SNAP EDG.
  • If the Actual Release Date is not within 10 days of receipt of application:
    • Update the Actual Release Date from Institution field on the Living Arrangement/Domicile-Details page to reflect the Actual Release Date according to the information provided.
    • Run eligibility and certify to deny the SNAP.

Note: Do not approve an application for an individual added to an existing case.

  • FCRC worker schedules/conducts interview and updates information, as necessary.
  • FCRC worker initiates Data Collection, runs eligibility and certifies Medical EDG if not pending.
  • On the customer's Actual Release Date, facilities with ABE Provider Portal access may report the Actual Release Date via the portal. This will create a "DOC/MH Release Date" task in the "Ready to Certify" queue. An IES system batch process will attempt to update the date and close the task. 
  • If not auto-updated, the worker processing the case should start the task from the Electronic Documents Inbox page and update the Actual Release Date from the facility on the Living Arrangement/Domicile- Details page. This will create a new record on the page.
  • FCRC worker also updates the Living Arrangement Type on the Living Arrangement/Domicile- Details page and Household Address before running eligibility and certifying the case.
  • If the "DOC/MH Release Date" task does not exist on the case, initiate Data Collection using "Continue Previous Action".
  • FCRC worker updates the Actual Release Date on the Living Arrangement/Domicile- Details page. This will prompt IES to create a new record on the page and the worker must then update the Living Arrangement Type.
  • FCRC worker navigates to the Household Address - Summary page in IES and updates the address information. Run eligibility and certify all programs.

Note: Requests for Cash benefits from individuals living in any IDOC, SOPH, or IDJJ facility will be denied.
