HOME-BASED SUPPORT SERVICES PROGRAM PERSONAL SUPPORT WORKER POLICY UPDATE
The DDD has received many messages from the stakeholder community requesting a reconsideration of the DDD policy regarding parents being able to provide Personal Support Worker (PSW) services to their children and young adults through the Children's Support Waiver (CSW). Because of the staffing shortage being experienced across all facets of our waiver providers, the DDD felt it imperative to review this policy and consider making a change.
The DDD is happy to announce a change to this policy is being made. Effective January 1, 2023, the DDD will allow a person who is not considered a legally responsible individual to provide PSW services to a young adult receiving services in the CSW. A legally responsible person is generally defined as any person who has a duty under state law to care for another person and typically includes: (a) the parent (biological or adoptive) of a minor child or the guardian of a minor child who must provide care to the child or (b) a spouse or minor child of a waiver participant. The DDD will be allowing parents of young adults who are 18+ years of age to provide PSW supports for their young adult while receiving services in the CSW. If your loved one is under the age of 18, the policy will remain that you cannot provide PSW supports to them. If this change affects you and you independently hire your PSWs, you will need to complete all provider enrollment requirements through ACES$ and submit a new Service Authorization. IDHS AND DCEO LAUNCH HUMAN SERVICES CAPITAL GRANT PROGRAM
The Illinois Department of Human Services (IDHS) and Department of Commerce and Economic Opportunity (DCEO) are excited to announce the launch of a competitive program for human services providers (see definition below) in Illinois in need of capital improvement funding press release here. The program will make at least 60 grant awards between $50,000 and $250,000 to eligible applicants. Information on the program is below:

Eligible applicants:? "Human services providers" means not-for-profit organizations in good standing to operate in Illinois that have provided services for a minimum of two years directly to low-income or marginalized populations in one of the core Divisions of IDHS- Mental Health, Rehabilitation Services, Substance Use Prevention and Recovery, Family and Community Services, Developmental Disabilities, and Early Childhood.
Eligible projects:? Capital improvements are projects, not yet fully completed as of November 1, 2022, with a purpose to physically expand or physically improve upon a facility located in Illinois and owned or leased by an eligible human services provider.? Eligible activities do not include the purchase of land or a building, site selection or improvements made to a personal residence even if it is used by the human services provider to perform services. Administrative and operational expenditures are not allowable costs for this program.
