Fiscal Administrative Review - How Grantees are Chosen

In July 2021, the Illinois Department of Human Services (IDHS) initiated a new selection process associated with our Fiscal Administrative Review (FAR) protocol. Our new approach requires the cognizant division within IDHS to accept responsibility for FAR monitoring across all IDHS contracts. This practice eliminates duplicative FARs by different divisions within IDHS and will allow greater emphasis to be placed on entities with medium to high risk. Based on prior review findings and the risk assessment, some grantees may be reviewed more frequently.

A risk assessment of all IDHS grantees is completed annually, and this assessment determines the reviews to be completed during the following year.

Grantees who receive IDHS program grants must comply with all requirements in 2 CFR 200; 89 Administrative Code Rule 509; 44 Illinois Administrative Code 7000; and the Uniform Grant Agreement. The Department conducts periodic onsite or virtual fiscal administrative reviews of grantees to ensure compliance.
