An adult who does not have the legal authority to meet a requirement is exempt from cooperating. For example, a grandparent may not have the legal authority to get information on the health insurance of a child's absent parents.
An adult in a TANF, AABD or Assist case may claim good cause for not obtaining medical support from an absent parent. See PM 24-02-04 for good cause criteria.
