  1. Question: I am interested in the AmeriCorps program but when I looked to register for the information session, it had a link to a webex meeting rather than a link to register. Can you advise on how best to register?
    Answer:

November 2, 2022:

  1. Question: Concerning eligibility for the AmeriCorps public health grant opportunity. The list posted in the Illinois NOFO is the same as the one posted in the federal NOFO. Some of the eligible entities in the Illinois NOFO (like states & territories, state service commissions) don't seem a match for an AmeriCorps program in Illinois. Is eligibility limited to Illinois organizations (Indian Tribes, institutions of higher ed, local governments, nonprofit orgs, public health depts.)?   2. Question: Regarding the IL Public Health AmeriCorps program, is the technical assistance session scheduled for this program optional or mandatory? The main program page states that it is not mandatory, but the GATA page seems to imply that it is mandatory. Could you clarify?
    Answer:
    The technical assistance session for Public Health AmeriCorps funding in the state of Illinois is optional. That said, it is strongly recommended that you attend.
  3. Question: If we are awarded, it will be our responsibility to recruit people into AmeriCorps or to recruit them out of a pool of people already registered for AmeriCorps?
    Answer:
    Yes, if you are awarded, you are responsible for recruiting your own members. You are also responsible for your recruitment activities. So, if awarded, program providers can recruit from the pool of people who have submitted applications directly to the AmeriCorps Agency.   1. Question: Are there any materials that I should review before the webinar?
    Answer:
    No, there are no materials to review beforehand.
  2. Question: Could you please send me the appendices for 23-444-80-2970?
    Answer:

  3. Question: Not being that familiar with AmeriCorps, is this funding opportunity for an organization to host one or two AmeriCorps members or to be the organization the statewide organization that works with other CBOs to host AmeriCorps members. If it is the latter, how do we get on the list to be a CBO that hosts AmeriCorps members once the statewide organization is selected.
    Answer:
    If you plan to apply for the Public Health AmeriCorps (Illinois) funding opportunity, please include in your narrative if you plan to have multiple sites for program operation and delivery and how many members you plan participate in your program. There is no limit to the number of members you can propose to host.

  5. Question: I watched the October 6th webinar on the Public Health AmeriCorps NOFO and they mentioned a webinar on performance measures was held on Oct 25th. I do not see the recording posted on the website. Would you happen to have access to it or has it not been posted yet?

  6. Question: Do we need to adhere to the minimum wage requirements for members?
    Answer:

  9. Question: Please clarify, in the Oct 3 info session, at minute 22:41 the speaker states that programs are required to cover the operating costs of the AmeriCorps program through non-AmeriCorps resources. If we have funds left over from the award, can we apply them to operating costs?

    The webinar hosted by the AmeriCorps Agency on October 3, 2022 was for the AmeriCorps State and National Competitive grant opportunity. That is a different opportunity than the Public Health AmeriCorps grant opportunity.   10. Question: Could get some information about what organizations receive when they are accepted for a grant? Is it volunteers, or funding? I was also wondering if we could receive some insight as to whether or not we would be a good fit for this grant.

  1. Question: We are reaching out to inquire about the Public Health AmeriCorps NOFO regarding membership for AmeriCorp. For the Living Allowances for our members, would those funds include benefits for them, or would we budget those on our own part?
    Answer:

  2. Question: We received this email saying that the grant was due the 14th but when I go online to go to the nofo it says November 30th. Which is the correct date?
    Answer:
    We experienced difficulties with the DHS.ILAMFY2023NOFO@illinois.gov email address. We have resolved the issues with the email account. Because of the technical difficulties, we extended the due date of the grant application to Tuesday, December 13, 2022 at 11:59 AM.

  4. Question: We were wondering if we would qualify to submit a grant proposal as a school district? We do have two working health clinics within our school district. Any information that you could provide would be greatly appreciated.

    Yes, you can. Also, Public Health AmeriCorps has two main goals:
    • Address public health needs of local communities by providing support in state and local public health settings and advancing more equitable health outcomes for underserved communities.
    • Create pathways to good quality public health-related careers through onsite experience and training, with a focus on recruiting AmeriCorps members who reflect the communities in which they will serve. November 30, 2022:

  1. Question: Are K-12 school districts eligible for this award? Eligible Applicants: The following non-Federal entities (all of which are defined in 2 CFR 200.1) are eligible to apply: Indian Tribes, institutions of higher education, local governments, public health departments, nonprofit organizations, state service commissions, states and US Territories.
    Answer: 
    Yes.
  2. Question: Are there budget instructions and guidance, and if so, where can it be found?
    Answer:
    Yes. Budget instructions and guidance can be found using the links that are a part of the Public Health AmeriCorps Notice of Funding Opportunity page on the IDHS website. Please be sure to read the full Notice of Funding Opportunity text on the IDHS website to ensure that you are following all the instructions and to ensure that you are familiarized with all aspects of this opportunity.
  3. Question: Is there a workshop to go over budget guidance??
    Answer:
    yes. AmeriCorps provides technical assistance sessions for budget gudiance and other application areas.   4. Question: Can you submit an application with another entity?? For example, could a health system partner with a local health department?? If so, is there a requirement for one entity to be the lead over the other?? For example, could XXX Health and Hospital Systems submit a joint application with XXX Department of Public Health?? If so, could either one be the lead?
    Answer:
    One agency should serve as the lead applicant.
  5. Question: Could you please share where the regional and national trainings will take place so that we can budget accordingly?
    Answer:
    Regional trainings are done typically in three areas of the state: Central Illinois, Southern Illinois and Chicago. Regional trainings are normally a half a day. National trainings are optional. The location changes every year. We do not know where the national training will be in 2024. That said Illinois is in the central region for AmeriCorps. So, the training would be anywhere from as far south as Texas and as far north as Minnesota. Normally the national trainings are in metropolitan areas. It is recommended that you budget for the furthest point from where you are located to ensure your costs are covered. Lastly, there is a day long summit for national service in Springfield annually. Be sure to budget for this activity as well.
  6. Question: We are trying to submit our application for this NOFO. An error notice comes up. However, the total MSYs entered in both Budget Section 2 and the Performance Measures is 2. Please advise and assist with the necessary correction.
    Answer:
    When you have an error issue with eGrants as you described, please contact the AmeriCorps hotline as your first step to address the matter. Here is their number: 1-800-942-2677. Be sure to get an incident number. If the issue is not addressed with the AmeriCorps Hotline, please send us an email at DHS.ILAMFY2023NOFO@Illinois.gov documenting that it was not resolved and what the AmeriCorps Hotline rep instructed you to do as any next steps. Include the incident number. We will then work with you directly to assist with addressing the error.
