The Statewide Advisory Council is up and running, CCFSA, which is a DMH led effort to coordinate and create access points between 911 calls and other emergency response throughout the state. In process of vetting nominations to ensure broad representation. Members will be notified of nomination once vetting concludes within the state. New and improved 988 webpage coming out that is more user friendly and will assist with managing and marketing of services as they launch.
    • Williams and Colbert Report (shared by Reinert)
      • At the end of FY22, the State transitioned 428 Colbert Class Members, out of a commitment of 450, or 95%
      • The State transitioned 352 Williams Class Members, out of a commitment of 400, or 88%
      • We also received 1,074 referrals for Front Door Diversion, assessed 606 of those individuals, and diverted 314 individuals from long-term care settings
      • Our transition performance was more successful than we have been in many years; Colbert is the highest number of transitions since FY 2016, and Williams since FY 2017
      • Moving into FY23, we have streamlined some elements of the transition process, including condensing the assessment & service plan into a single process to minimize handoffs & disruption for Class Members, as well as to utilize limited staff resources more efficiently
      • We have reduced the number of providers working in the system to reduce fragmentation and increase consistency across the program
      • We now have 11 Prime Agencies working to transition Class Members out of nursing facilities and SMHRFs (list for reference:)

    • Kerzner- Training notices for the committee members have been sent out. If any questions, please contact directly.
    • Questions:
      • Friedman- High figure of success for William class members shared. How many people are in SMURFS now, how many people in SMURFS a year ago?
        • Reinert- Do not have these numbers. Each year state has a target to be transitioned. Currently at 80% of target.
      • O'Hara- (poor audio, unable to hear question) Question from last month regarding long term care facilities- Long term care facilities: are ombudsmen positions being filled? Second question - not all trainings are annual, is this correct? Why different due dates?
        • Reinert- Open meetings act training needs to be completed only one time, everything else is to be completed annually. Trainings created in OneNet system and have different deadlines for tracking purposes. You do not have to wait to complete them, can complete them all at the same time.
      • Johnstone- information about individuals transitioned out with consent decree. Do we have information of on-going success rate of transition?
        • Reinert- Will share these questions with Ryan and Megan (W&C team) to make sure at next meeting or can provide answers if they are not available.
  • IHFS Report
    • Herman- Approval received of 1915i state plan amendment to provide services for children under 21. Named the Pathway to Success Program which will serve Medicaid eligible youth with serious and complex mental health issues. Will include care coordination with high fidelity wrap around, intensive homebased peer support, respite, therapeutic, and individual support. Program kicking off in August. Statewide network of organizations will be enrolling in system, training staff, and identifying eligible youth from August to December with services starting in 2023. There is a dedicated Pathways to Success webpage with more in-depth information.

    • Resolution to increase family therapy rates (Amy Starin)
      • Schroeder believes that family therapy rates were increased. If so, is this still an issue to bring forward? Herman confirmed there was an increase as of July 1st.

          • Herman- Comes out of the Medicaid budget, not a fixed amount.
