  1. The NOFO states "Non-Competitive" can you explain what this means for this grant? This award is exempt from the requirements of 2 CFR 200.204 and 2 CFR 200.205. This Non-competitive Notice of Funding Opportunity serves as the Divisions public notice of Federal financial assistance as required by 2 CFR 200.203.
  2. Will every organization that applies receive funding? No. Not everyone who applies will receive funding. As listed in the NOFO under "Funding Priorities", IDHS/SUPR is interested in funding organizations that have experience in providing recovery home services to pregnant and postpartum persons with SUD or co-occurring disorders. These organizations must demonstrate their understanding of creating a family-like environment and be absolutely clear that children are welcome, and housing is not dependent on an individual's ability or interest in seeking treatment or other SUD services. Applications will also be reviewed and assessed based on their program plans as required in Section E. Application Review Information. If an organization does not meet the criteria as outlined in Section E, they may not be funded. Additionally, total amount of available funding will also be considered as a criterion during the selection process.
  3. Question: We are in the process of opening a recovery home for women. We are currently in possession of the property but need to complete construction activities and an application for a special use permit prior to applying for the license. I am interested in applying for the current grant opportunity (referenced above) but I am wondering if we could be considered to be qualified. Our current licensing is for outpatient SUD treatment in the State of Illinois, we do not currently hold a Recovery Home license. Response: Yes. Any selected applicants who are not currently licensed for recovery home have to agree to obtain a recovery home license before funding is awarded and a grant agreement issued.
  4. Question: The grant period is listed as: 10/1/22 to 6/30/23. Will there be an opportunity to continue the funding? Response: Grantees will have an opportunity to submit a new application each Fiscal Year. Provided the Grantees continue to meet the prequalification requirements and performance standards of their contract, their contracts will be renewed. All grants are subject to availability of funds.
  5. Programs will encourage, but not require substance use treatment (counseling) or any supportive service as a condition to live in an PPP-ERH". Does this mean participants can refuse services and not be required to participate in Programming? Response: Yes.
  6. Do we use the Recovery Home Per Diem Rate to develop our budget. Example 10 Residents at $76.50 = $$765.00 x365days = $279,225.00 Budget Response: No, this is an expense-based budget program based on personnel and other programmatically justified budget line items. Our facility will not be licensed by the January 1st projected start date; can we still apply for the grant? Response: Yes. Any selected applicants who are not currently licensed for recovery home have to agree to obtain a recovery home license before funding is awarded and a grant agreement issued. (We used this response with a previous question asked, but I think it answers this question also.)
  7. Can bus passes or the purchase of vehicle to transport participants be included in the budget? Response: Bus passes would be allowable to support transportation services. Please refer to the following sections of 2 CFR 200 regarding rental costs, equipment, and depreciation:
    1. § 200.465 Rental costs of real property and equipment.
    2. § 200.439 Equipment and other capital expenditures.
    3. § 200.436 Depreciation.
  8. Are children living on the premises included in the total facility occupancy and billable at the per diem rate? Response: This program will be funded through an expense-based budget. Occupancy costs that will be charged to the grant would include rent and utilities and thereby including all individuals living on the premises See 2CFR 200.465 Rental costs of real property and equipment.
  9. Post discharge from the ERH, the resident's recovery check-ups"are required for what length of time and for what intervals and are these checkups a billable service? Response: The PPP-ERH is an expense-based program that is supported by an established salaried personnel team. There are no billable services with rates included in this project rather there are staff that provide services and other budget line items funded providers will manually bill against through monthly voucher submissions. The amount and duration of recovery checkups will be determined by the funded provider and shall be included in policies and procedures established for the PPP-ERH.
  10. "These services must be individualized to each resident using the family recovery support plan document furnished by the Department." How do we obtain copies of the Family Recovery Support Plan? Response: A Family Recovery Support Plan Template will be distributed to providers who have been awarded the PPP-ERH funding.
  11. "An initial payment will be processed in an amount equal to the first two months' cash requirements as reflected in the Advance Payment Requirements Forecast (Cash Budget) Form submitted with the Grantee's application". How/where do we obtain a Cash Budget Form? Response: The IDHS Website pdf 
  12. "IDHS Grant Program Managers will advance working capital payments to the grantee to cover their estimated disbursement needs for an initial period not to exceed two months of grant expenses. Startup costs may be approved if determined by IDHS Grant Program Managers to be allowable". Can a Grantee apply for both a Cash Budget and Advanced Working Capital Payment? Response: The provider can receive an Advanced Working Capital payment which is the first two months estimated expenditures up from, then they can continue using a Cash Budget (Advance & Reconcile) payment method. The grantor would issue payments based on the grantees cash budget worksheet submission. The following payments would be reconciled based on actual expenditures.
  13. Where is the link to the Program Risk Assessment. Response: Fiscal and Administrative and Programmatic Risk Assessment (ICQ) - Grantees must complete the Fiscal and Administrative and Programmatic Risk Assessment on the GATA/CSFA system- also known as the ICQ (short for Internal Controls Questionnaire). Be sure to click "submit" to submit your answers when complete. This is done only once per entity per fiscal year.   14. Question: We recently formed a foundation that is separate from our LLC. The Foundation would obtain a separate license for a new location for the PPP program and the funding for this initiative would be requested for the Foundation. However, because the Foundation is new it would not show any previous funding or experience would the Foundation be able to use my personal experience as a consultant or in some other capacity in submitting its proposal. Response: The program narrative provides applicants the opportunity to include details about the origin of their organization, agency qualifications and capacity and experience of staff they feel would be relevant to the implementation of the PPP ERH program.
