Summary:

  • Due to waiver modification and extension approval from Food and Nutrition Service (FNS), this policy memo provides an expansion to the Supplemental Nutrition Assistance Program (SNAP) and Illinois mental health facilities pilot program, which allows the Illinois Department of Human Services (IDHS) to accept SNAP applications submitted by individuals in certain mental health facilities within 10 days of their release date, and defines the application date as the date of discharge.
  • Madden Mental Health Center in Cook County is already an approved mental health facility.
  • Effective 01/09/2023, the waiver is expanding to the Treatment and Detention Facility (TDF) in Rushville, IL, which is considered a mental health facility.
  • Processing DOC/MH Applications In Advance of Release is an IES Wizard developed by the Business Process, Analysis and Design (BPR) unit with the Bureau of IES Operations and provides IES case processing procedures for individuals in an approved facility.

FNS is expanding a waiver approval for individuals incarcerated in certain Illinois mental health facilities to gain access to SNAP benefits upon their release date. Currently, Madden Mental Health Center in Cook County is an approved facility.

Effective 01/09/2023, the waiver approval is expanding to the Treatment and Detention Center (TDF) in Rushville, IL, which is considered a mental health facility.

SNAP Applications for Approved Facilities

Processing DOC/MH Applications In Advance of Release is an IES Wizard developed by the Business Process, Analysis and Design (BPR) unit with the Bureau of IES Operations and provides IES case processing procedures for individuals in an approved facility.

FCRC Action:

FCRC staff should continue to follow IES application processing procedures when an application for SNAP benefits is received from one of these approved facilities.
