Summary
- This manual release provides updated language and information about the Illinois Department of Human Services (IDHS) Division of Substance Use Prevention and Recovery (SUPR), formerly the Division of Alcoholism and Substance Abuse (DASA) and the Food Assistance Program (SNAP/State Food).

- Information regarding SUPR and persons receiving Food Assistance benefits can be found in PM 05-01-00.
- The list of SUPR licensed treatment facilities has moved from the IDHS Policy Manual to the Caseworker Quicklinks OneNet Page. The listing will be maintained by the Bureau of Policy Development (BPD) and updated quarterly.
Division of Substance Use Prevention and Recovery (SUPR)
IDHS Division of SUPR provides a recovery-oriented system of care along the continuum of prevention, intervention, treatment, and recovery support for individuals with substance use disorder. The division provides both residential inpatient and outpatient substance use treatment services. Persons that reside and/or receive treatment through an approved SUPR facility may receive Food Assistance benefits. This manual release provides updated language along with information and guidance about SUPR in regards to persons living in a treatment facility that apply for or receive Food Assistance benefits.
Division Name Change
The Division of SUPR underwent a name change from DASA to SUPR in 2019. The name change, along with a shift in the choice of language being used at SUPR is meant to be more medically oriented and intends to reflect the amendments to the Substance Use Disorder Act. All manual pages are being updated to reflect the name change. More information in regards to persons residing in a SUPR treatment facility and receiving Food Assistance benefits can be found in PM 05-01-00 and examples can be found in the corresponding WAG chapters.
WAG 05-01-00
WAG 05-01-01 and WAG 05-01-03 have been updated to provide detailed instructions, including examples, for workers to follow when processing applications or cases with persons entering or leaving an approved SUPR drug/alcohol treatment facility.
Listing of SUPR Licensed Treatment Facilities
SUPR licensed treatment facilities are no longer available on the DHS website and the listing has also been removed from the IDHS Cash, SNAP and Medical Policy Manual. The facility listing will be found on the Caseworker Quicklinks page in OneNet and is titled: SUPR Quarterly Report Licensed Providers by County and City. This listing will be updated quarterly by Bureau of Policy Development with information provided by SUPR.
