  3. Refine Charge Statement
    1. The Committees of the Social Services Advisory Council (SSAC) will identify shared priorities related to the coordination, improvement, and innovation of Illinois Department of Human Services offices and services. Specifically, The Response, Recovery, and Innovation Committee will:
      1. Identify the significant challenges and collective trauma faced by Illinoisans during the COVID-19 pandemic, and collaborate on solutions with IDHS, SSAC colleagues, and policymakers.
        1. Develop an action plan to address COVID dollars going offline. An assessment to determine if and what type of infrastructure was developed and how to sustain it.
      2. Incorporate best practices from community organizations and other States and create pathways to implement the evidence-based programming along with fidelity to the models.
      3. Build upon communications plans used during emergencies, to notify relevant clients, stakeholders, policymakers, etc.
      4. Identify areas in the Department - service, quality, innovation - that can be improved, and recommend proposed solutions
      5. Create a working group to advance the "One Stop Shop" concept
      6. Establish improvement goals and identify possible strategies to meet those goals
      7. Recommend person-centered quality measures, performance indicators, and evaluation methods
      8. Recommend new and/or changes to rules, policies, programs, and initiatives
      9. Raise equity, racial justice, diversity, and inclusion issues of concern to the leadership team of IDHS
      10. Emergency response plans (local / county) - identify how partners receive information and make recommendations for improvement
