  3. Refine Charge Statement
    • The Committees of the Social Services Advisory Council (SSAC) will identify shared priorities related to the coordination, improvement, and innovation of Illinois Department of Human Services offices and services. Specifically, The Health and Wellness Committee will:
      • Promote coordination between state/local governments and public/private partnerships.
      • Incorporate best practices from community organizations and other States.
      • Prioritize equitable access to services and supports especially for hard-to-reach populations (HTC)
      • Consider ways to better integrate and deliver behavioral and physical health services and supports.
      • Recommend new and/or changes to rules, policies, programs, and initiatives
      • Raise equity, racial justice, diversity, and inclusion issues of concern to the leadership team of IDHS
      • Look how DMH and SUPR can collaborate to address the workforce challenges. Suggest documentation/other flexibilities (EX: IM-CANS)
      • Address stigma through statewide education messages (billboards, buses etc.)
      • Review and streamline the rules relative to licensed and certified individuals
      • Look at the role of community workers and link them to certification from the Illinois Certification Board to give baseline for competency.
      • Look at state systems to determine that they are being used appropriately by providers and other system users to identify services (CAPMAN)
      • Look to see how the States FQHC system can be enhanced our brought into to address weakness in delivery of care.
      • Review transportation for individuals to obtain appointments and how to better communicate within that system.
      • Review of the State Medicaid plan and recommend improvements to the plan.
