PM 03-13-00: TANF General Activity Compliance Requirements

WAG 03-13-00.

All adults and teen parents applying for TANF benefits must cooperate in:

• Developing a Responsibility and Services Plan (RSP) appropriate for their situation (see PM 02-09-00); and
• Signing the RSP; and
• Following through on the activities agreed to in their RSP; and
• Responding to requests to review their RSP, either through a Case Management Contact (PM 03-13-06) or an Intensive Case Review (PM 03-13-05);
• Cooperating with barrier reduction referral and treatment:
  • Identified by a treatment provider/MCO/HMO as having an alcohol or substance abuse problem, and accepted for treatment. They must participate in the treatment program unless employed 30 hours or more per week;
  • Identified by a treatment provider/MCO/HMO as having a mental health problem, and accepted for treatment. They must participate in the treatment program unless employed 30 hours or more per week, or meeting their Participation Target, or caring for a child under age 1, or are age 60 or over.
  • Identified by CAU as needing vocational rehabilitation services, and accepted for services by the Division of Rehabilitation Services. They must participate in the program unless employed 30 hours or more per week, or meeting their Participation Target, or caring for a child under age 1, or are age 60 or over. 

Do not deny an application if the client does not follow through with a mental health referral, assessment, or treatment plan. Once the case is active, the client must follow through with a mental health referral, assessment, or treatment plan unless the mental health service provider deems the client is incapable of following through with the referral.
