Grant Making Timeline for IDHS Program Personnel
Notice of Funding Opportunity (NOFO)
The dates are proposed milestones for programs to evaluate their grantmaking progress, resource requirements and determination to complete the process; however, the data contained in each milestone are mandatory unless written deviation is provided by the
Office of the Chief Accountability Officer (CAO).
July - Sept
Program will review and revise program documents for upcoming grant year.
October
Program will complete the Contract vs Subrecipient Determination Checklist to determine Contractor or Subrecipient Classification. Programs may use either the OMB Version of the form or the IDHS version of the form.
November
Program will review/prepare and submit GATA exceptions to CAO for review and submission to Grant Accountability Transparency Unit (GATU).
January
Prepare NOFOs for publication.
February - March
NOFOs posted to the Illinois Catalog of State Financial Assistance (CSFA) and the IDHS website for 30 - 45 days. Program may request an exception to posting the NOFO for a shorter duration.
Applicants can register (or update) and pre-qualify at www.grants.illinois.gov. Fiscal Year (FY) Internal Control Questionnaire (ICQ) availability is subject to change.
March
If applicable, program will conduct technical session for NOFO.
Applications, uniform grant budgets completed in the Community Service Agreement (CSA) and any program supporting documents must be submitted by applicants to the grant programs.
April
NOFOs closed. All grant applications/budgets should be received by applicants. Grantee exhibits must be uploaded into the CSA for review/ approval.
Grant programs have 30 working days to review application packets.
May
Applications scored, budgets approved by program and fiscal staff, and NOSAs issued electronically from the GATA Portal.
June
Office of Contract Administration (OCA) begins publishing the grant agreements.
July - August
New Fiscal Year (FY) grant programs commence.
Lapse period begins. Final opportunity for grantees to remit payment vouchers to be paid from grant program year appropriations. Lapse period ends.
