4:36 pm: Meeting called to order by Chair James Keith

  1. Introductions:
    • Council members: Verzell, Mayor Julie via zoom. Shemuel Sanders via zoom, Dr. Z via zoom, Melverta, Tony Holly, Kyle Risby, Jerry, Karl Coleman
    • Public observers: Devon, Alida, Juanita Morris, Debbie Bogle, Gina Taylor, Brandi Brown, Vivian Goodman, Jeff Perkins
  2. Public Comments:
    1. Devon - What's the goal?
    2. Shemuel - Update on Peace March
  3. Update on the Council - James
    • The council has a vision and mission; members were appointed by the Sec of State of IL to identify summer activities that will reduce gun violence
  4. Recommendation for Summer Strategies Guide
    1. Need to approve tonight - due June 3rd
    2. This will determine what if any funding will come to Decatur
    3. James share the requirements of OMA and that he, Melverta and Shane met to provide recommendations to start from
    4. James shared a synopsis of the program recommendations
    5. Discussion followed on the various aspects of the plan including Stop the Bleed, Education, Prevention, reactive services, RJ practices, normalized gun culture, community response to gun violence, mindset of hopelessness, need for outreach
    6. Clarification: this committee recommends the 'buckets' for the future funding (NOFOs) from the state (IDHS)
    7. James called for the Council to make a decision on the boxes. The following changes were made:
      1. Direct: Uncheck Victim Services and check Street Outreach
      2. Social: Uncheck Re-entry and check Education Funding
      3. Activities: Uncheck Engage in partnership with Medical and check Group Violence
    8. Motion to accept the checked boxes as amended was made by Shemuel and seconded by Jerry.
