WAG 03-11-04: Failure to Comply With SSN Policy

If an applicant or customer fails or refuses to provide an SSN, take action as follows:

Applications

For SNAP cases:

  • approve the application excluding the person who did not comply with SSN policy.

For TANF:

  • text revisedif the person is not required to be in the TANF filing unit, TA 05/TAR 14, Enumeration Requirement Not Met, is used to deny cash and medical for the person only. Approve cash for the rest of the unit. Do not count the ineligible person's income.
  • text revisedif the person must be in the TANF filing unit, but isn't the adult parent of a child in the unit, and you can determine the unit's total available income (including that of the ineligible person) without the SSN, deny cash and medical for the person. Approve cash for the rest of the unit. Budget the ineligible person's income against the case.
  • text revisedif you can't determine the filing unit's total available income without the person's SSN or the person is the adult parent of a child in the case and a U.S. citizen or eligible noncitizen, deny cash for the entire unit using TA 05/TAR 14. Approve medical for the rest of the unit, without the person.

For all Medical Programs:

  • deny benefits with TA 62/TAR 14 for the person who did not comply with the policy. Approve medical for the rest of the unit.

Active Cases

For SNAP cases:

  • delete the person who did not comply with SSN policy.

For TANF:

  • delete the ineligible person using TA 34/TAR 32. This removes the person for cash, medical, and SNAP. For newborns, change Item 78 to code 3, medical only, and remove the child from the SNAP case.
    • text revisedIf the person isn't the adult parent of a child in the case, and the person is required to be in the filing unit, continue cash for the rest of the unit only if you can determine and budget the unit's total available income (including that of the ineligible person).
    • text revisedIf you can't determine the unit's total income without the person's SSN or the person is the adult parent of a child in the case, delete the person and SWAP the case to Medical Only using TA 81 or 82 and TAR 96, Enumeration Requirement Not Met.

For all medical programs:

  • delete the person who fails to comply (TA 34/TAR 32) or cancel the case (TA 22/TAR 96) if the person who fails to comply is the only person receiving benefits in the case.

NOTE: Before benefits are denied or canceled, or a person is excluded, for failure or refusal to comply with SSN policy, tell the person of the requirement, give them a chance to comply, and write it in the case record.
