PM 03-11-03: Good Cause for Failure to Provide an SSN (SNAP)

WAG 03-11-03.

Good cause for failure to provide an SSN exists if a person:

  • applies for an SSN via the enumeration at birth program; or
  • applies for an SSN at an SSA office and provides proof of the application. (The person must also cooperate with SSA by providing items needed to process the application.)

Once good cause is established, the client remains eligible pending the receipt of the SSN card. But clients who first applied through SSA must cooperate with SSA or lose their eligibility.
