Immigrant Integration (23-444-80-1456) Question and Answer

  1. Do you have any guidance for amount considered? is there a Cost per Participant range that you are looking for?
    • No, these programs vary. It also depends on client concentration. We do not provide guidance on the number of clients proposed versus the amount of funds requested. It's up to the applicants to determine this. We trust that the applicants know their community and its needs.
  2. How do the two programs (IFRP & IWC) work together if organization is an IWC and applies for this grant? Could employees work on both programs?
    • Organization would need to ensure programs are unduplicated. Please include percentages of employees' amount of time worked on each program in the organization's budget description. Staff's time should be tracked carefully. Ensure there is no overlap in employees' times.
  3. If a geographic area isn't identified in your data for high concentration needing services, are they given consideration?
    • Every application submitted will be given equal consideration.
  4. Are agencies currently participating in IWC COVID-19 Recovery Financial Assistance program eligible to apply for Immigrant Family Support Project?
    • Yes, as long as agency meets all criteria.
  5. What is the difference between 1.b (multi-media campaign) and 1.c. (Outreach and community education)?
    • Multi-media campaign refers to outreach done in the media e.g., tv, radio. Community outreach means meeting with the community face to face e.g., fairs, workshops, organized events.
  6. Under NAI it says, "Total number of unduplicated individuals served in civic and English education program." Does this refer to enrollment in the classes specifically? Or enrollment vs completion? If they are not formally enrolled but receive support, like they just need help with a specific portion of the exam and do not enroll in the whole class, can they be counted among individuals served under civic/English education services?
    • Organizations should count both goals; clients enrolled versus clients who completed the entire portion.
  7. Do you allow subcontracts for the civic education classes under NAI component? Like a college or educational institution?
    • Yes, pending approval.
  8. Can an organization apply for 2 of the 3 components of the grant?
    • Yes, applicants can apply for 1, 2 or all 3 components of the grant.
  9. If an organization wants to apply for all 3 programs, are 3 separate applications and 3 separate narratives needed?
    • Correct!
  10. For NAI program, can this grant be utilized to apply for LPR renewal?
    • It cannot.
  11. Is there a style preference for the summary portion of the application? Like the narrative template or a table?
    • There are no restrictions. Organizations can use the format that's easiest for them.
  12. Can a list of documents needed be provided for each of the individual narratives? Like the summary table, should it be a separate attachment?
    • Summary tables can be placed anywhere in the application narrative.
  13. This NOFO is for IFRP, NAI, and IFSP but not Welcoming Centers. Two weeks ago, we submitted our FY23 IFRP and NAI applications to ICIRR. Should we also submit them through this NOFO?
    • This is an announcement of IDHS releasing funds under a competitive grant. You may choose to apply as an independent organization or as a subcontractor of ICIRR, but not both.

Section 3d for NAI and IFRP, and for IFSP the third bullet point under section 3, states: "If you are a new agency proposing service under this initiative, how do you propose to recruit/identify clients? What agency or agencies are currently serving the populations for whom you are proposing service?" This refers to if the Prime Grantee is a new organization, or if as the Prime Grantee we have new organizations who are part of the subcontracting agencies we are applying with?
    • This question applies to the prime grantee being a new organization to Immigrant Integration program. We want to know if the organization received this funding before.
  15. For NAI, when you are looking for the number of immigrants/refugee/asylum seekers/ humanitarian parolees to be served via Citizenship application assistance - does this cover N-400 only or derivative applications as well?
    • Please provide a total number of both N-400 and derivative applications.
  16. Nor NAI, when you are looking for the number of immigrants/refugee/asylum seekers/ humanitarian parolees to be served for DACA applications - this includes both new and renewal applications?
    • Please provide the projected number of new DACA applications and renewal DACA applications separately.
  17. Is the Immigration integration grant opportunity 23-444-80-1456 replacing the current IL Welcoming Center grant 444-80-1493?
    • No, these are two different funding opportunities.
