Progress
The Development Committee met on February 12, 2006. In attendance were AJ French, Ron Melka, Cara Emrich and Ray Conner attended for 1/2 the meeting. Dr. Mary Smith was absent, but she did contribute to the discussion via email. Conversations focused on how many council members have reached a maximum term service and potential changes to bylaws regarding council member term limits and officer terms.
Our committee has not yet reached an agreement on how to proceed and is in the process of scheduling a meeting when all committee members can participate for the full call. If needed, we will have more than one committee meeting so a recommendation can be presented at the May 2016 Council Meeting.
We do, however, agree and want to affirm our commitment to managing existing membership terms as we move forward. For this reason, a council database has been created to assist the Development Committee in the future.

Candidates
The following individuals have expressed an interest in serving as council members and have completed the vetting process.
- Cheryl Niemo, R-2 East, Interest in Co-chairing the Justice Committee
- John Person, R-5 Metro East, Interested in serving the Adult Inpatient Committee
Additionally, six individuals have been invited to the March 2016 council meeting and are potential council candidates, provided they successfully complete the vetting process. It is our intention to identify a diverse pool of candidates from all regions so the council composition will reflect diverse perspectives and statewide representation.
Persons with Mental Illnesses in the Criminal Justice System Committee
Individuals who desire to serve on the Justice Committee met for the first time on February 19, 2016 and have submitted a Justice Committee report regarding areas of focus and request for appointment of committee co-chairs and committee members.
Development Committee 2016 Agenda
- Removal of Suspension Charge
- Recommend Slate of Candidates for Election
- Conduct a New Member Orientation (refresher for any existing council member)
- Review & Revision of Bylaws (the discussion mentioned above only addresses term limits, there is a need to review bylaws in their entirety)
- Introduce slate of candidate in October 2016 (for election in January 2017) as stated in our current bylaws.
