The meeting was called to order by Chairperson Quiwana Bell at 1:32 PM.
Welcome & IDHS Updates
Chairperson Quiwana Bell welcomed attendees and explained the meeting is recorded and roll call votes will be required for voting to comply with the Open Meeting Act.
Deputy Chief of Staff, Hina Mahmood provided the SSAC with IDHS personnel updates:
- Ayoka Samuels - Executive Director, Serve Illinois Commission. The SIC officially returned to IDHS from IDPH January 1, 2022.
- Karina Lopez - Private Secretary. Karina will work closely with the Office of Refugee and Immigrant Services.
- Emily Katalinich - Director of Legislative Affairs
- LaTonya Lumpkin - Stakeholder Engagement Administrator & Policy Advisor

Approval of Meeting Minutes: November 18, 2021
Motion to approve the November 18, 2021, Meeting Minutes by Sandy Tiania, seconded by Ireta Gasner. The Council voted unanimously to approve.
IDHS Budget Update
IDHS Director of the Budget Office, Tiffany Blair, shared an abbreviated version of the presentation used at the FY23 HHS Budget Briefing. A summary of the FY23 Budget Briefing can be found here: IDHS: FY 2023 Budget Briefing (state.il.us).
IDHS Legislative Update
IDHS Director of Legislative Affairs, Emily Katalinich, provided an update on IDHS legislative proposals, including five IDHS-led initiatives
IDHS Division Priorities / Challenges
Chair Bell provided an update on the last meeting of the Executive Committee (EC) to the Council. During their meeting, the EC decided that during the first meeting of 2022, IDHS and SSAC Member Organizations will present their priorities, goals, and challenges for FY23. After hearing the presentations, the EC will come together to discuss how the Council can support the work of IDHS and member organizations of the Council.
IDHS representatives presented information regarding the goals, priorities, and challenges for each division/office.

SSAC Member Organization Priorities / Challenges
Chair Bell opened the floor for members of the Council to share the priorities, goals, and challenges for their respective organizations. The Executive Committee will meet to discuss the information presented by IDHS and the Council member organizations to determine which committees will be most effective in accomplishing the stated goals and priorities, while combating the challenges.
Housekeeping
Katlyn Smith informed the Council members that required trainings for 2022 are available online. Additionally, to help with continuity in the Council, the Executive Committee will consider an amendment to the bylaws during their next meeting. Smith reminded Council members of the importance of attendance and any member can submit agenda items for upcoming meetings.

Motion by AJ French, seconded by Debbie Pavick to adjourn. The Council unanimously voted to adjourn at 3:33 PM.
