CILA INFORMATION PORTAL
The Division would like to draw stakeholder's awareness to the new CILA Information Portal which increases transparency and promotes accountability by sharing public information about CILAs across Illinois. On the CILA Information Portal, individuals, families and the general public can view where services are delivered by county, number of sites, BALC licensure survey results, OIG data and DDD specific sanctions data.
HCBS SETTING POLICY & SITE EVIDENCE COLLECTION TOOL WEBINAR
Last week DDD released the HCBS Settings Organizational Policy and Site Evidence Collect Tool and link to the HFS Portal where providers will be able to upload documents. The submission of policy and site evidence is the next step in the process of validating all provider-controlled sites are in compliance with the HCBS settings rules. DDD will also host a webinar on February 23 from 10-11:30 am to walk providers through the policy and evidence requests and the HFS portal.

NEW HBS HANDBOOK
The Individual and Employer for Record Handbook for Home Based Services (HBS) has been updated. A HUGE thanks to the Home Based Services Work Group of the DD Advisory Committee who led the effort to update the document to improve the readability and ensure updated information for individuals and families.
BED HOLD REMINDER
Guidehouse, as part of the rate study, recommended the Division replace its current bed hold policy with an occupancy factor based on other state's systems as well as the state's ability to receive Medicaid match. As a result of this recommendation, the Division eliminated the bed hold policy and moved to a 5% Occupancy Factor on each person's rate in all 24-Hour and Host Family CILA rates on January 1, 2022. This should NOT impact individuals receiving services or their families and friends. Provider's should not discourage individuals from going home. Individuals are encouraged and should be supported to visit overnight with family and friends. This change is a billing change for providers, and providers are encouraged to consider the occupancy factor, while billed per individual, as pooled funds to address the needs of individuals who visit family frequently and those individuals who rarely leave the CILA. As the Division has previously shared, we already committed to reviewing this process after the first year to understand if the occupancy factor is set at the correct percentage. Finally, we understand that COVID-19 has impacted vacancies which is part of the reason the Division increased rates by 7% to cover these unexpected costs.
