MR #22.20: October 2022 Increase in SNAP Allotments, Utility Standards, Income and Deduction Standards

Summary

  • This manual release includes policy changes to the Supplemental Nutrition Assistance Program (SNAP) Utility Standards, Maximum Monthly Gross/Net Income Standards and Deductions, the Maximum Excess Shelter Deduction, the Homeless Shelter Deduction, and the SNAP Minimum and Maximum Monthly Benefit Amounts, effective with October 2022 issuances.
  • As a result of the annual review of the State utility standards, Food & Nutrition Service (FNS) approved an increase to the following utility standards, effective with October 2022 issuances:
    • Air Conditioning/Heating Standard $626
    • Limited Utility Standard $412
    • Single Utility Standard $66
    • Telephone Standard $81
  • Federal law provides for an increase to the Maximum Monthly Gross (165% FPL) and Net Income Standards (100% FPL) effective with October 2022 issuances.
  • The SNAP 200% FPL Gross Income Standards have increased and are used to determine categorical eligibility for qualifying member households.
  • The Standard Deduction amount by SNAP household size is as follows:
    • 1 through 4 persons $186
    • 5 persons $218
    • 6 or more persons $251
  • The Asset Limits for SNAP have increased as follows:
    • $4,250 for households with at least 1 qualifying member.
    • $2,750 for all other SNAP households without a qualifying member.
    • $4,250 for Lottery or Gambling winnings
  • The Maximum Excess Shelter Deduction has increased to $624.
  • The Homeless Shelter Standard has increased to $166.
  • Maximum Monthly SNAP Allotments have increased for all household sizes.
  • The minimum monthly SNAP benefit amount for 1-2 person households has increased to $23.
  • IES system changes have been made and will impact SNAP calculations starting with October 2022 issuances.
  • System changes to the ABE/WEB SNAP calculators and the expedited questions in ABE/IES are currently being updated.
  • The Program Standards Chart for SNAP (WAG 25-03-02 (1) SNAP) has been revised with updated standards.
  • The SNAP brochure (DHS 124) and the Expedited SNAP Screening Form (IL444-0401) are being revised with the new amounts. Staff will be notified when these forms become available.
  • The Basis of Issuance Table is being revised to reflect the increase in SNAP benefit amounts. Staff will be notified when the table becomes available.

SNAP Utility Standards

As a result of the annual review of the State utility standards, FNS approved an increase to the SNAP utility standards as follows:

  • Air Conditioning/Heating Standard $626
  • Limited Utility Standard $412
  • Single Utility Standard $66
  • Telephone Standard $81

System Changes

  • IES system changes are implemented to reflect the updated utility standards effective for October 2022 issuances.
  • Active SNAP cases will be centrally updated with the utility standard changes on 08/26/2022 for October 2022 issuances.
  • System changes to the ABE/WEB SNAP calculators and the expedited questions in ABE/IES will be effective 10/01/2022.
