PM 06-35-00: Health Benefits for Immigrant Adults

Noncitizen individuals who are not otherwise eligible for medical benefits, and who are aged 42 through 64, may qualify for medical benefits. This is an entirely State funded health benefits program and eligibility for Federally funded Medicaid must be evaluated first.

Individuals under this program are exempt from Social Security Number requirements.

Note: NEW Enrollment in the Health Benefits for Immigrant Adults (HBIA) program was paused effective July 1, 2023.
