ISC NOFO UPDATE
We wanted to share with our stakeholders that we requested and received approval from the Governor's Office of Management and Budget's Grant Accountability and Transparency Unit (GOMB/GATU) for the current Independent Service Coordination (ISC) agency grant agreements to be extended by two years, from the current three-year agreements. As a consequence, the ISC agency grant agreements will now run through Fiscal Year 2024. The next Notice of Funding Opportunity (NOFO) for the ISC agencies will be issued in Fiscal Year 2024, for new grant agreements to begin in Fiscal Year 2025. GOMB/GATU also approved an expansion of the scope of these agreements for Fiscal Years 2023 and 2024. We will work with the ISC agencies on these scope changes in the near future. This change will not impact the other NOFOs that will be released in Fiscal Year 2022.
DATE EXTENDED! PERSON CENTERED PLANNING SURVEY
The Division has contracted with the University of Illinois at Chicago (UIC) Institute on Disability and Human Development to evaluate our person-centered planning process for Adult DD Waiver recipients and to make recommendations to improve the process. Through input from various stakeholders, UIC developed a person-centered planning map to provide a visual of how the process is currently structured. Additionally, UIC developed a survey to understand the barriers and strengths within the process. Please complete the survey and distribute widely within your networks. We are interested in hearing from people receiving services, families, community organizations, ISCs and all other interested stakeholders. Responses by August 27th are appreciated!
FUNCTIONAL LITERACY CLARIFICATION (TABE & CASAS)
We've received requests to provide clarity around the use of TABE and CASAS while we work to update the Functional Literacy Information Bulletin and requirements.
TABE Requirements:
Note: Providers may use the TABE 9-10 if they still have them, although they are being discontinued.
TABE 11-12 Level M (Medium)
- Providers may use the online or paper version. The paper version will enable you to score immediately.
- Passing score for TABE 11-12 M:
- TABE 11 M: A minimum Raw Score of 26, a Scale Score of 501 and a NRS Level 3
- TABE 12 M: A minimum Raw Score of 24, a Scale Score of 501 and a NRS Level 3

TEMPORARY AGENCY AT-HOME DAY (37U) BLANKET REQUESTS
The temporary blanket process is now closed. However, we understand that challenges continue and may result in longer term changes or closures of CDS programs (defined as equal to or greater than a one-month impact). If this occurs providers should follow the appropriate notification and procedures regarding a closure. As it relates to 37U, please contact Joy Decker with questions.
