The meeting was called to order by Chairperson Quiwana Bell at 1:32 PM.
Welcome & IDHS Updates
Chairperson Quiwana Bell welcomed the attendees and explained that the meeting will be recorded and roll call votes will be required for voting to comply with the Open Meeting Act.
Katlyn Halstead and Chief of Staff, Ryan Croke provided the SSAC with IDHS updates:
- Division of Early Childhood - established as the sixth division of IDHS, reflects Governor Pritzker's commitment to early childhood. Bethany Patten will serve as interim director until Kirstin Chernawsky joins on October 16.
- Housing Help - applications being managed through the IDHA portal; IDHS working with community partners to reach vulnerable populations. Visit IllinoisRentalAssistance.org for more information.

Approval of Meeting Minutes: May 20, 2021
Motion to approve the May 20, 2021, Meeting Minutes by Barbara Harris, seconded by Yesenia Lopez. The Council voted unanimously to approve.
Committee Discussion / Committee Updates
Chairperson Bell reminded the Council that each Committee is subject to the Open Meetings Act; if members have questions, they should reach out to Katlyn at Katlyn.Smith@Illinois.gov. Chair Bell announced the following individuals as Chairperson of their respective committee:
- Crisis Planning, Emergency Response, and Recovery - Jodi Martin
- Health and Behavioral Health - Dr. Dan Lustig and Debbie Pavick
- Legislative and Budget - Ireta Gasner and Niya Kelly
- Outreach and Community Engagement - Christa Hamilton
- Racial Equity and Racial Justice - Frances Reyes
- Service Coordination, Quality Improvement, and Innovation - Bela Mote and Sergio Obregon
Each chairperson will join Chair Bell and Vice-Chair Hampton to make-up the Executive Committee. Each Committee Chair provided an update regarding their respective committee. Katlyn reminded the Council that they can invite members of the community to join a committee, with the approval of Chair Bell. The Council discussed the idea of a different approach to committees going forward.
Special Updates
Vice Chairperson Hampton opened the floor to any SSAC members to provide updates, offer questions, or highlight bright spots.
- Itedal Shalabi - Middle Eastern/North-African category has been added to the Illinois Department of Public Health as a race option for COVID-19 vaccinations - a step in the right direction!
- Taneka Jennings - the HANA Center is shutting down Early Childhood Center after more than 40 years in operation; found placements for each member
- Sergio Obregon - Chicago Board of Education passed a policy indicating that each staff member must be vaccinated by October 15, 2021.
- Barbara Harris - kudos to the IDHS/HR team for the updated, easier to navigate website. Smaller CBOs having issues navigating the system - GATA-certification, payment receipt, etc.
IDHS COVID-19 Update
Senior Policy Advisor Dana Kelly provided the SSAC with updates on COVID-19 vaccinations.
- 28,276 COVID-19 vaccinations organized and delivered at IDHS locations since January; 5,270 IDHS facility residents/patients; 6,290 IDHS facility staff; 11,179 community members; 5,290 SNAP, TANF, and Medicaid clients.
- Provided on-site vaccination services to more than 25 CILA and ICFDD agencies
- Held 36 on-site vaccination events at 20 different Family and Community Resource Centers
- Worked with IDPH/CBOs to identify 12 partners to host on-site vaccination clinics
- 53% of 6,278 staff in IDHS State Operated Facilities are vaccinated.
- In order to encourage vaccination across IDHS we've - held 19 incentive drawings for cash and other prizes; stayed in regular communication regarding vaccine safety and efficacy; held open meetings with public health experts; held walk-in clinics on-site; held 1-on-1 conversations with vaccine hesitant people.
IDHS RFP Update
IDHS Legislative Director provided a listing of IDHS' active RFPs.
IDHS Budget Update
IDHS Director of the Budget, Tiffany Blair, shared a presentation on the overview of the budget.
Breakout Sessions - Illinois Commission on Poverty Elimination and Economic Security
Due to time constraints, the Council did not participate in breakout sessions; Dana Kelly, Senior Policy Advisor, provided an update on the work of the Commission on Poverty Elimination on Economic Security, including the listening sessions they are doing across the State to inform the strategic plan. She asked that any Council member interested providing feedback to inform the strategic plan should reach out at Dana.Kelly@Illinois.gov.

In closing, Katlyn reminded Council members of their annual training requirement. Motion by Itedal Shalabi, seconded by Niya Kelly to adjourn. The Council unanimously voted to adjourn at 3:26 PM.
