Meeting Minutes

April 6, 2021, 9:30 a.m.-12:30 p.m.

Virtual location: Zoom.

Called to order at 9:35 am

All present introduced themselves.

Approval of minutes

One correction to minutes-next meeting date changed

Minutes approved

Advisory Council Update from Ron Vlasty

The council and committees are in full compliance with the open meetings act.

New Director-use full advisory council and committees as a foundation for building out the system

Reappointments to Advisory Council including people with lived experience-possible legislation

Other committees

Rule and Licensure-rewriting 2060-combining 2090 and 2060

Norma, final review within SUPR-then to Advisory Council and Committees for review

Consolidate feedback by committee-upgrading terminology, have not heard any concerns

Cleaning up recovery home language. Overall positive responses so far.

Jessica Hayes on licensure committee and can lead our effort to respond.

Mobile treatment services

Looking at rules, regulations, barriers-draft of rules by next meeting.

Women's committee will receive draft and can provide feedback.

ROSC Committee

ROSC funded by SUPR.

Expanding focus of substances beyond opioids in line with federal focus.

General Discussion

Global funding-back on the table

Was there a cut to DCFS pilots??

Addiction Treatment DCFS grant reduced 1.9 million. Increase in cannabis money to support treatment services. Reduction was not troubling to the trade association.

Bakahia is on the mobile services committee. Looked at funding streams in different states.

Staffing is a concern. Other states have a multi-disciplinary team, including peers and social workers.

Haymarket is building a mobile team and Tone will provide feedback.

Leslie suggested looping in Bobby Wright for feedback.

Consider confidentiality and stigma in providing services. Maintenance of the units is critical.

Thresholds has a long history of delivering mobile services. They have a dental care van.

Mobile assessment is needed, feedback from domestic violence agencies.

Look at new regs with a trauma and domestic violence lens as well.

Gabriela will share information on the needs assessment that was done.

Open meetings act

Reminder to complete the training. Several people have done.

Link is in the meeting minutes.

New Co-Chairs needed

Janelle and Bakahia are stepping down at the end of the fiscal year.

Leslie suggested we stagger the terms of the chairs if possible going forward.

If you are interested, please submit a letter to Ron as the chair of the Advisory Council.

Committee would like to create a nominating committee and then submit recommendations to the committee. Lisa will check with Ron about this.

Race and Equity work group

What's needed to carry forward the ask in the document.

Interview women and girls of color-resources

Workforce development-diverse workforce.

Opportunities for training-Jessica Hayes mentioned intersection with ICB.

Illinois Co-occurring Center for Excellence-ICOCE-Dr. Tolliver used to lead ICOCE.

What does is really mean to promote diverse workforces. Training and supports for organizations to take on these goals and be accountable to them.

SUPR's role in this. Someone to be part of the committee race and equity committee.

Lisa will join the committee.

R and E workgroup listed resources needed to accomplish the goals.

Funding to pay trainers-partnership with ICOCE is great, can assist with this.

Other examples-funding to pay women for interviews, survey.

System Plan

Align overall plan with race and equity work group.

Overall plan will be rolled up to the full Advisory Council.

Our plan aligns well with DHS's race and equity plan which Joanna shared.

HRSA---workforce initiative

How do recommendations get acted on by SUPR.

General Discussion

Requesting Director attend our next meeting.

Shared info on WJI event for those interested in participating.

Add the groups we are collaborating with to the plan.

Anni let us know about the mandatory course she is teaching at Moraine Valley on women's issues in treatment.
