- As a reminder, there is still time to comment on the Waiver Amendment for the Adults with Developmental Disabilities Waiver. Comments will be received through Wednesday, August 18, 2021. GOVERNOR'S MASK & VACCINE MANDATES
Earlier this week, Governor J.B. Pritzker announced new mask and vaccine mandates. The vaccine mandate requires employees at all state-operated congregate living facilities (e.g. SODCs, SOPHs, Veterans Homes, etc.) to receive the COVID-19 vaccine by October 4, 2021. The mask mandate requires universal masking, regardless of vaccination status, in private long-term care facilities. The Governor also encouraged private long-term care facilities to enact similar vaccination mandates for staff.
Specific to the mask mandate for long-term care facilities, the Division has received several inquiries as to what this means for DD facilities. Please see below for the list of sites that require masking, regardless of vaccination status.

Please note, at this time, CILA settings are not subject to the Governor's mask mandate. CILA settings should refer to the guidance released last month by the Division, in collaboration with IDPH: Suggested COVID-19 Guidance for Small Congregate Settings - July 1, 2021 Update .
IMPORTANT NEWS ABOUT FIRE MARSHAL SAFETY AND INSPECTIONS
The Bureau of Accreditation, Licensure, and Certification (BALC) has released guidance related to changes they will be implementing in the licensure and certification processes with the next renewal survey. The guidance can be found on the DHS BALC webpage . BALC is hosting a webinar for providers this Monday, August 9, 2021 from 11:30am to 12:30pm. Providers can register here for BALC training. Additionally, the guidance has been released via Draft Information Bulletin and can be found on the Division's Draft IB page . Comments may be submitted now through August 20, 2021 at DHS.DDDComments@illinois.gov.
FY21 LAPSE PERIOD BILLING FOR DDD PROVIDERS
DDD providers are advised that all billing and corrected billing for all bill codes including but not limited to: 17D, 19D, 31C, 31U, 35U, 37U, 39G, 39U, 41D, 42D, 50A, 51A - L, 52O, 52P, 52S, 53D, 53E, 53H, 53R, 53T, 53V, 55A, 55D, 55L, 55N 55P, 55T, 56U, 57G, 57U, 58G, 58U, 65H, 67D, 67E & 67O, 75H, 75M, 75O and 75Z for State Fiscal Year 2021 services and supports must be submitted to ROCS no later than Monday, August 16, 2021 by 5:00PM to avoid Court-of-Claims. Billing for 60D CILA only is not subject to this cut off.
The billing must be submitted to ROCS by the above specified date because all billing must have passed CARS PEND3 Status by August 31, 2021. The date specified above allows just enough time for the billing to be processed through CRS and CARS and make it to PEND3 status before the August 31, 2021 cutoff date set by Fiscal Services.
ICF/DD DAY PROGRAMMING CLARIFICATION
Based on recent inquiries regarding day programming for individuals residing in Intermediate Care Facilities, the Division wanted to clarify that the HFS guidance on billing for developmental training services still applies to the day services and supports being provided to ICF residents. The original guidance on billing; the updated guidance on billing.
