  • SNAP policy related to persons fleeing domestic violence applies to all victims of domestic violence, regardless of gender or sex. This includes men who are victims of domestic violence residing in shelters for battered women and children.
    • Residents of public or private nonprofit residential shelters that serves a battered person or a battered person and their children, can qualify for SNAP benefits using special rules.
    • If the shelter serves other individuals, the battered person and children must be staying in the section that the shelter has set aside on a long-term basis to serve only those persons who have been battered and their children.
  • A battered person and their children temporarily placed in a private home as an extension of the shelter, also qualify for using the special rules.
  • Residents of shelters for battered women and their children are entitled to expedited service using the special rules. Residents must meet all eligibility factors using the following special rules.
