  1. Welcome & Roll Call
    Lisa Jacobs called the meeting to order at 9:02am and called roll.

  2. Approval of February P&G Committee Meeting Minutes
    Lisa Jacobs called for a motion to approve the minutes. Julie Biehl moved approval. Keyria Rodgers seconded the motion. No opposition. No abstentions. Motion carried.
  3. Title II NOFO Finalists Review
    Lisa Jacobs explained the process for reviewing NOFO's thus far. Each of the three categories had its own scoring team; there are average scores and recommendations on every proposal.  The committee started by reviewing Youth Service Providers.
    Recommendation to Not Fund-YSP: Booker African American Resource Center, Bella Ease, DuPage County, NYAP, Nicasa, Sankofa.
    Committee members discussed what support may be available to Booker outside of a grant award to help prepare them for next year's funding cycle, as the application was well intentioned but lacked clarity as to how it would happen, resulting in a low score.
    Fund with Contingencies-YSP: BUILD, Lawrence Hall, NE DuPage Family & Youth Services.
    Lisa Jacobs explained the concerns for BUILD, including that it is a generalized middle school model and that the target population or how youth would be kept out of the system is not clear. Savannah Felix noted that funding for BUILD would go to a program that is already being provided but their proposal had strong responses to R.E.D. questions.
    Julie Biehl disagreed with the recommendation to fund NE DuPage Family & Youth Services, noting that contingencies would require an overhaul of the entire budget as well as concerns about Teen Court. Lisa Jacobs noted their overall score of 86 and that the contingency would include removing teen court from the budget. Committee members discussed the pros and cons of the application, agreeing to fund with strong contingencies.
    For Lawrence Hall, the contingencies include a recommendation they reconsider the GoodLives model as it lacks a family service component, and that they take youth who are diverted not just youth who are adjudicated and would be subject to the registry.
    Fund-YSP: Children's Home & Aid, Circuit Cook County Juvenile Probation, Midwest Youth Services, Lake County State's Attorney, Phalynx, SGA Youth & Family Services, Westside Health Authority, YMCA & Youth Outreach Services.
    Lisa Jacobs noted that MYS should bolster their JPRO program and Lake County States Attorney should work on their RED plan and focus on youth otherwise in the system to prevent net widening. Savannah Felix recommended MYS develop stronger outcomes and processes for addressing R.E.D. Lisa Jacobs explained that all notes from scoring will be available.
    Do Not Fund- JJ Council: Bella Ease and Dekalb County.
    Lisa Jacobs explained that Bella Ease's application did not reflect and understanding of what a Juvenile Justice Council would do and that while there is support from the States Attorney, no other stakeholders were signed on and there was no documented plan to get them to the table. Dekalb County's proposal was overall not a strong proposal and not in line with juvenile justice issues, as they proposed $25,000 for adult domestic violence with a focus on strangulation.
    Fund- JJ Councils: Lake County, Madison County, Morgan County, Kane County, and St. Clair County.
    Lisa Jacobs provided a recap of the notes. Madison and Lake County would be new councils. Madison would be run through Children's Home & Aid and Lake County would be through the State's Attorney. Lake was funded in previous years and has since committed to a stronger focus on addressing R.E.D. and diversion. All councils will need to bolster their efforts and plans for addressing R.E.D. For St. Clair, there was concern of the Sheriff's Office operation of a Scared Straight program, which OJJDP (Office of Juvenile Justice Delinquency Prevention) has had a close eye on. Neither the Commission nor the Council have the authority to shut it down but there is opportunity for relationship building and collaboration. There is also an opportunity for a regional approach and/or learning collaborative with Morgan, Madison and St. Clair County as well as a learning collaborative for councils interested in ADB.
    Systems Improvement:
    The recommendation is to fund CPRD (Center for Prevention and Research Development) at $250,000 for Technical Assistance with JMIS and data. Lisa Jacobs shared a request from Chairman Rick Velasquez, that CPRD support with establishing performance measures or key measures that can be adopted across programs.
    Training & Technical Assistance:
    Lisa Jacobs recused herself from the vote as a member of ICOY's Board and further explained she did not participate in any reviewing or scoring. Notes include a stronger focus on Compliance and a simple report matrix for outcomes and goals.
    Committee members discussed what the NOFO and review processes might look like going forward. Julie Biehl expressed interest in providing larger grants to a fewer number of grantees who have strong applications and provide programming that is innovative and tackles tough issues. Committee members also discussed the burdensome workload of reviewing applications when so few commissioners participate in the review process. Additionally, the amount of work grantees need to do to secure, sometimes, nominal funding. Lisa Jacobs noted two other goals for the committee, how to support grantees through learning collaboratives and how to stay in the loop on their work.
