3. Program Objectives
Our theory of change suggests that by working together across sectors we can improve the service system and this can result in greater synergistic outcomes for children and families.
At the core of our work is the realization that program approaches to changing child and family outcomes alone will never be sufficient to create the population-level changes we most want to create. That's why we focus on system change efforts. Our mission is to improve the service delivery system so that families have greater access to high-quality, well-coordinated, easily assessable and equitable services.
This implies that a majority of our work should focus on creating changes in the system (system outcomes), which in turn will lead to child and family outcomes rather than developing more programs or services that are directly targeting child and family outcomes. There may be a few exceptions to this, but our work is primarily about creating system changes.

5. Eligibility Requirements of Population Served
This inititative supports system change efforts, it is not intended to provide direct services. It supports enhancing the early childhood system of services and supports which in turn will lead to better child and family outcomes within a defined community. Funding is limited to those public or private, not-for-profit community-based agencies, education organizations and individuals within currently funded AOK Network communities that received funding from the Illinois Department of Human Services, Division of Family and Community Services for the implementation of the AOK Networks program.

Each AOK Network has a cross representation of community partners that vary by community. In FY 18 there were approximately 775 partners engaged across the communities with AOK Early Childhood Networks.

9. State and Federal Funding Sources
There is a blending of Federal and State funds that support this initiative. This initiative is funded by Infant Mortality, Childcare, and HealthyFamilies appropriations. In addition, the initiative is further supported locally with local revenue and community small grant opportunities.
