MR #21.13: Central C Code Project Expanded - Additional FCRCs Added Effective April 2021

Summary

This manual release provides information on additional participating FCRCs that have been added to the Central C Code Project. Beginning 04/01/2021, Richland, Roseland, Sangamon, and Tazewell FCRCs were added to the Central C Code Project. 

  • The Central C Code Project was developed to increase IDHS collection of SNAP overpayments and reduce the number of overpayments referred by the Family and Community Resource Center (FCRC). Prior to 04/01/2021, 16 FCRCs were included in the project.
  • The Central C Code Project refers an overpayment to Bureau of Collections (BOC) for cases that received SNAP benefits for at least one month of the IDES Wage Mismatch quarter and no wages were reported for the quarter.
  • The Central C Code Project continues to increase IDHS collection of SNAP overpayments and reduce the number of overpayments referred by the FCRC. This process occurs once a quarter in  January, April, July and October.
  • With the added FCRCs, there are now 20 FCRCs participating in the Central C Code Project:

DESOPS and Central C Code Project

The Central C Code Project, also referred to as DESOPS (Department of Employment Security Overpayments), selects change reporting cases and some simplified cases with no income budgeted in the case in IES, and they appear on a cross-match with Illinois Department of Employment Security (IDES). The Central C Code Project refers an overpayment to Bureau of Collections (BOC) for cases that received SNAP benefits for at least one month of the IDES Wage Mismatch quarter and no wages were reported for the quarter. This process occurs once a quarter in January, April, July, and October.

The Central C Code Project continues to increase IDHS collection of SNAP overpayments and reduce the number of overpayments referred by the FCRC. Beginning 4/1/2021, Richland, Roseland, Sangamon, Tazewell FCRCs were added to the Central C Code Project.

Bureau of Collections Action

The Bureau of Collections (BOC) will continue the process of contacting the customer, calculating earnings, and processing overpayments. Clients will have 30 days to respond to a request for proof of earnings when notified by BOC.

Mid-Point Reporting Households and New Hire

The previous manual release MR #16.11: Additional FCRC's Added to Central C Code Project published on 08/08/2016 stated that SNAP households in Mid-Point Reporting status are to comply with New Hire procedures in WAG 22-14-02. If no response to Central Code notice within 10 days, cancel. Due to guidance from Food and Nutrition Services (FNS), SNAP Units in Mid-Point Reporting status are not required to comply with the New Hire process for the Central C Code Project.

Client Notices

Client notices such as Form 2555DO, Form 2555ES, and the Form 266 Request for Employment Verification will continue to be sent to the corresponding parties. For customers that do not respond to the Demand Letter 2555DO in 30 days, BOC will continue to calculate the monthly overpayment, and contact the local FCRC.

FCRC Action

When a case selected has employment that has stopped, the FCRC should continue to contact BOC at (217) 524-1339 or email at DHS.BOC.Desop@illinois.gov. Customers that contact the FCRC regarding appeals and requests for further information, or needing copies of letters, should be referred to BOC for further information and instruction.
