WAG 03-02-03-b: Persons Who Move from Another State

PM 03-02-03-b

  • When a SNAP household moves to Illinois from another state and received SNAP from the other state for the month of application, they do not qualify for benefits in Illinois. 
  • revise manual textAt initial application, an automated National Accuracy Clearinghouse (NAC) clearance will run to check if any individual who applies for SNAP in Illinois is receiving benefits in another state to prevent duplicate assistance to the same individual simultaneously. The match can only be made with states that have implemented the NAC process. A Notice of SNAP Participation Match in Another State (IL444-0267 NAC) is systematically generated to the SNAP household to provide verifications.  See PM 03-02-03-d.
  • revised manual textVerify the last day the applicant received or will receive SNAP benefits from the other state. For a NAC match, the customer should provide the verification that is requested on (IL444-0267 NAC).  If the state is not participating in the NAC process yet and the customer cannot provide verification, call the other state to verify the last day they received benefits in the other state.
  • If the ending SNAP eligibility date for the other state has already ended authorize benefits from the Illinois application date.
    • revised manual textExample: BJ comes in to apply for Illinois SNAP benefits on 12/18/24. The worker learns during the interview that the customer received benefits in Missouri from the automated NAC clearance performed in IES with Illinois initiating the query and finding a match with the other state.  A Notice of SNAP Participation Match in Another State (IL444-0267 NAC) is systematically generated to the SNAP household that explains the match and the verifications that are needed within 10 calendar days. The worker also discusses the NAC match with BJ and explains what he must do to resolve the match. BJ provides his cancellation notice from Missouri within the timeframe. The last month BJ was eligible for SNAP benefits in Missouri is 11/30/24. He qualifies for SNAP benefits in Illinois effective 12/01/24.
  • If the SNAP household is ineligible due to receipt of SNAP benefits from the other state for any part of the month the Illinois application is received but eligible for the month following, approve benefits effective the day following the last day they received SNAP benefits in the other state.

    • Example: Kay comes in to apply for Illinois SNAP benefits on 12/21/24. The worker learns during the interview that the customer is receiving SNAP benefits in Montana from the automated NAC clearance performed in IES with Illinois initiating the query and finding a match with the other state. A Notice of SNAP Participation Match in Another State (IL444-0267 NAC) is systematically generated to the SNAP household that explains the match and the verifications that are needed within 10 calendar days. The worker also discusses the NAC match with Kay and explains what she must do to resolve the match. Kay provides the cancellation notice from Montana indicating that the first month they can effect will be February so the customer will receive SNAP benefits through 01/31/25. Deny the application and tell the customer to reapply in January for February.
