When a unit moves to Illinois from another state and received SNAP from the other state for the month of application, they do not qualify for benefits in Illinois.
At initial application, verify the last day the applicant received or will receive SNAP benefits from the other state. If the customer cannot provide verification, call the other state to verify the last day they received benefits in the other state.
- If the ending SNAP eligibility date for the other state has already ended authorize benefits from the IL application date.
Example: Customer comes in to apply for Illinois SNAP benefits on 05/06/10. The worker learns during the interview that the customer had been receiving SNAP benefits from Missouri. The worker contacts Missouri and learns that the benefits were canceled and the last day they were eligible for SNAP benefits was 04/30/10. Authorize Illinois food stamp benefits effective 05/06/10.
- If the SNAP unit is ineligible due to receipt of SNAP benefits from the other state for any part of the month the Illinois application is received but eligible for the month following, approve benefits effective the day following the last day they received SNAP benefits in the other state.
Example 1: Customer comes in to apply for Illinois SNAP benefits on 04/16/10. Their fiscal month is the 1st - the last of the month. The worker learns during the interview that the customer has been receiving SNAP benefits from Wisconsin. The worker contacts Wisconsin and learns that the benefits were canceled and the last day they were eligible for SNAP benefits was 04/30/10. Approve the application in IPACS effective May with a TA 11 Definer 7 and TAR 02 and suppress the notice. Send Form 360 series denying April benefits due to receipt of SNAP from another state and approving effective May. See WAG 26-02-01-a for how to complete the Form 360 series.
Example 2: Customer comes into apply for Illinois SNAP benefits on 05/22/10. Their fiscal month is the 16th - the 15th. The worker learns during the interview that the customer has been receiving SNAP benefits from Indiana. The worker contacts Indiana and learns that the benefits were canceled and the last day they were eligible for SNAP benefits was 05/31/10.
Authorize Illinois SNAP benefits effective June 01. Calculate benefits in AIS but manually prorate benefits from June 1. See WAG 25-03-08 for the prorated benefit chart for initial month. Approve the application in IPACS effective May with a TA 11 Definer 7 and TAR 02. Suppress the notice and send Form 360 series to deny for 05/22 - 05/31 and approve benefits for 06/01 and ongoing. See WAG 26-02-01-a for how to complete the Form 360 series.
- If the SNAP unit is ineligible due to receiving SNAP benefits in the other state for the month the Illinois application was received and the month following, deny the application.
Example: Customer comes into apply for Illinois SNAP benefits on 04/21/10. The worker learns during the interview that the customer has been receiving SNAP benefits from Kentucky. The worker contacts Kentucky and learns that the first month they can effect will be June so the customer will receive SNAP benefits through May 31. Deny the application and tell the customer to reapply in May for June.
