Verify USCIS status through SAVE for each individual who is not a U.S. citizen and who is applying for TANF, Family Health Plans, 
Family Planning, AABD Cash, AABD Medical, or SNAP. This does not include:
- an individual who states they are an undocumented non-citizen or who is unwilling to discuss their status;
- a trafficking victim;
- an applicant for Moms and Babies (see PM 06-09-06-c), Healthy Start, or emergency medical for ineligible non-citizens; or
- an individual who has an application for asylum pending or who receives torture treatment services from a federally funded torture treatment center who does not have an Alien ID number.
