MR #22.14: All Kids Share, Premium 1 and 2 Programs are Ending

Summary:

Effective July 01, 2022, All Kids Share, Premium 1 and Premium 2 Programs are obsolete.
Children receiving All Kids Share, Premium 1 and Premium 2 are transitioned to All Kids Assist.
Applications for Benefits Eligibility (ABE) and Integrated Eligibility System (IES) have been updated.
New MANGP codes have been created.
PM/WAG pages referencing the All Kids Share and Premium programs are updated.

Illinois Public Act 102-0043 revises the Comprehensive Health Insurance Plan (CHIP) Program by increasing the All Kids Assist Program income threshold to 318% FPL. The All Kids Share and Premium programs are obsolete. Children enrolled in the All Kids Share and Premium Programs are transitioned to the All Kids Assist Program effective July 01, 2022. MANGP codes have been created to identify this population.

Questions related to All Kids Share and Premium are disabled in ABE and IES.

MANGP Codes

MANGP codes have been created to identify the new Medicaid Expansion groups. MANGP codes are assigned by the household income level and the individual's citizenship status. The following MANGP codes are assigned to this group:

MANGP Code	Description
YA	Medicaid Expansion; age less than 19, income greater than 147% and less than or equal to 157% FPL. Previously All Kids Share.
YB	Medicaid Expansion; age less than 19, income greater than 147% and less than or equal to 157% FPL. Previously All Kids Share.
YC	Medicaid Expansion; age less than 19, income, greater than 147% and less than or equal to 157% FPL, undocumented. Previously All Kids Share.
YD	Medicaid Expansion; age less than 19, income greater than 157% and less than or equal to 209% FPL. Previously All Kids Premium Level 1.
YE	Medicaid Expansion; age less than 19, income greater than 157% and less than or equal to 209% FPL. Previously All Kids Premium Level 1.
YF	Medicaid Expansion; age less than 19, income greater than 157% and less than or equal to 209% FPL, undocumented. Previously All Kids Premium Level 1.
YG	Medicaid Expansion; age less than 19, income greater than 209% and less than or equal to 318% FPL. Previously All Kids Premium Level 2.
YH	Medicaid Expansion: age less than 19, income greater than 209% and less than or equal to 318% FPL. Previously All Kids Premium Level 2.
YI	Medicaid Expansion; age less than 19, income greater than 209% and less than or equal to 318% FPL, undocumented. Previously All Kids Premium Level 2.
