Meeting was called to order by Vice-Chair Hampton at 1:32 PM.
Welcome and Introductions
Vice Chair Angie Hampton welcomed attendees. Chief of Staff, Ryan Croke provided the SSAC with IDHS personnel updates:

- David Jones - Chief Behavioral Health Officer
- Laura Garcia - Director of Substance Use, Prevent Prevention, and Recovery

Approval of Meeting Minutes: February 23, 2022
Motion to approve the February 25, 2022, Meeting Minutes by Dr. Dan Lustig, seconded by Debbie Pavick. The Council voted unanimously to approve.
Discussion: Hiring Crisis
Several members shared how the workforce crisis has affected their agencies. The Council discussed data collection from the National Council, and how data can help determine how trends and the future state. The Council discussed the importance of wages and State agencies competing against one another and Community Based Organizations for employees. Factors like the current economy, the COVID-19 pandemic, and increasing minimum wages have made it difficult to use dollars for recruiting and maintaining adequate workers. Current members of the workforce are being overworked because organizations cannot recruit enough staff. The Council determined time needs to be taken to really understand the issues at hand and address them by finding attractive ways to pull in more staff.
Consideration of Proposed Amendment to the Bylaws
Dr. Dan Lustig made a motion, and Bela Mote seconded the motion to approve the proposed amendment to the bylaws. The proposed amendment changed the committees listed in the bylaws to reflect: the Response, Recovery, Innovation Committee, the Outreach, Engagement, Equity, and Policy Committee, and the Health and Wellness Committee. The council unanimously voted to approve the amendment to the bylaws.
Breakout Sessions: Committee Charges
Katlyn Smith initiated breakout rooms based on the three newly established committees: Response, Recovery, and Innovation, Health and Wellness, and Outreach, Engagement, Equity, and Policy. Members were encouraged to discuss the draft committee charges and make recommendations, while considering the February 2022 meeting priorities and challenges.
Housekeeping
Katlyn Smith reminded Council members about the collaborative agenda - if there are any items for discussion, to send them to her. She also informed committee members, they would hear from her regarding committee selections and scheduling committee meetings.

Motion by Debbie Pavick, seconded by Jodi Martin. The council voted unanimously to adjourn at 3:15 PM.
