The Division of Developmental Disabilities (DDD) is providing guidance to Community Day Service providers serving individuals from Intermediate Care Facilities for individuals with DD (ICF/DD) and State Operated Developmental Centers (SODC).
ICF/DD and SODC residents must participate in a structured day program that provides active treatment, per their regulating body, the Illinois Department of Public Health. This guidance is conditional on IDPH guidance allowing return to CDS.
Since March 17, 2020 ICF/DD and SODCs residents have been at home. The Division has been paying a 20% rate increase for ICF/DDs. The Division has also provided retention/reinvention payment for CDS providers serving SODC and ICF/DD residents since March. The 20% increase for ICF/DDs will end August 31, 2020, along with retention/reinvention payments. Providers should only bill for day program services that are provided. Billing for retention/reinvention payments is no longer allowed.
CDS providers should work directly with their partnering ICF/DDs and SODCs to determine the service needs of individuals. There are two potential avenues for the provision of day programming.
