CDS Serving Individuals from ICF/DDs and SODCs, effective 9/1/20

Purpose:

The Division of Developmental Disabilities (DDD) is providing guidance to Community Day Service providers serving individuals from Intermediate Care Facilities for individuals with DD (ICF/DD) and State Operated Developmental Centers (SODC).

Overarching:

ICF/DD and SODC residents must participate in a structured day program that provides active treatment, per their regulating body, the Illinois Department of Public Health. This guidance is conditional on IDPH guidance allowing return to CDS.

Since March 17, 2020 ICF/DD and SODCs residents have been at home. The Division has been paying a 20% rate increase for ICF/DDs. The Division has also provided retention/reinvention payment for CDS providers serving SODC and ICF/DD residents since March. The 20% increase for ICF/DDs will end August 31, 2020, along with retention/reinvention payments. Providers should only bill for day program services that are provided. Billing for retention/reinvention payments is no longer allowed.

Operational and Billing Requirements:

ICF/DD Operated Day Programs

  • Day programs may reopen to provide on-site day programs effective 9/1/20.
  • Providers should review "CDS Operations Under COVID-19 Guidance" in providing services.
  • IDPH will continue to regulate these environments.
  • Providers will continue to bill for day program services they are providing.

CDS Programs

CDS providers should work directly with their partnering ICF/DDs and SODCs to determine the service needs of individuals. There are two potential avenues for the provision of day programming.

Community Based CDS Programs

  • CDS programs may reopen to provide day programs effective 9/1/20 for ICF/DD and SODC residents.
  • Providers should follow "CDS Operations Under COVID-19 Guidance" in providing services, including completion of the Client Benefit/Risk Tool.
  • ICF/DD providers will submit billing for individual attendance to a community based CDS program and pay the CDS provider directly.

On-Site Day Programs

  • During COVID-19, certified CDS programs may also choose to provide on-site staff day program services to private ICF/DD residents at their residential location. This is not applicable to SODCs sites and residents.
  • The CDS provider and the ICF/DD should discuss the programming that will be provided on site.
  • ICF/DD providers will submit billing for individual attendance to the on-site day program and pay the CDS provider directly.
