Meeting was called to order at 12:34pm.

ICOY Budget Request
Mr. Velasquez briefed the commission on the request from ICOY and Winnebago County for a budget approval that would allow them to build a robust plan to continue to reduce commitments. A letter from Jennifer Cacciapaglia at the Rockford Mayor's Office was included.
Motion: Mr. Velasquez motioned to approve the budget request for $4,000.
Decision: Motion Passed.
Other Business
Mr. Velasquez introduced the formation of a new work group on the use of video in the juvenile court system, which Ms. Bullard will lead. Ms. Bullard highlighted how the workgroup will allow for a thorough analysis and investigation into the use of video, including the broad ways in which COVID and the use of video has effected the attorney-client relationship as well as a deeper look at the legal foundations and effects on youth, families, and communities. The group will also examine the impact on existing racial and ethnic disparities. The group will utilize various methodologies, including conversations with stakeholders. Judge Roe added that due to the pandemic he has utilized Zoom for drug court and while it is not the best way, they have made it work.
