Special Units Now Handling Non-Citizen Victims of Trafficking, Torture, or Other Serious Crimes Cases

Policy Memo

Summary

  • Beginning March 11, 2020 Special Units will process and maintain all Non-Citizen Victims of Trafficking, Torture, and Other Serious Crimes (VTTC) cases. Applications, redeterminations, changes, and inquiries should be sent to DHS.FCS.VTTC@illinois.gov.
  • Programs affected are cash and food assistance.
  • Applications for VTTC submitted to the FCRCs can be registered and Special Units should be notified.
  • For policy guidance, please refer to Policy Memo on VTTC dated 02/21/2018, Cash and Food Assistance for Non-Citizen Victims of Trafficking, Torture and other Serious Crimes on the VTTC program.
  • Due to State law, the State funded cash and food assistance program for VTTC was extended through 06/30/2022.

Family Community Resource Center (FCRC) Action

Until IES is updated to process VTTC applications, FCRCs must:

  • Review the application for potential VTTC eligibility;
  • Register the application in IES:
  • For paper applications, scan and upload the application to IES;
  • Send an email to DHS.FCS.VTTC@illinois.gov  Do not transfer VTTC cases to Special Units;
  • Specify VTTC in the subject line of the email and identify the FCRC. The email should include the application number and be identified as an application for assistance under the VTTC program. Special Units will process the application.
