A. Program Description
The Domestic Violence Prevention and Intervention (DVPI) is authorized by a direct appropriation utilizing state and federal funds.
Purpose and Objectives
The purpose of the Domestic Violence Prevention and Intervention (DVPI) services is to provide services to clients who are or have been victims of or threatened with domestic violence or abuse, whether physical, sexual, or emotional. Persons eligible as clients are adults and minors and their vulnerable family members. Eligibility for service is based on the victim's self-reported current needs and ability to benefit from such service.
There are two types of DVPI programs: Comprehensive Services and Specialized Domestic Violence Legal Services (SDVLS). Historically, DHS has funded DVPI Comprehensive Services statewide and DVPI Specialized Domestic Violence Legal Services in Cook County.
This Notice of Funding Opportunity (NOFO) is designed to pilot two models of Domestic Violence Legal Services in downstate Illinois (IDHS Regions 3, 4 and 5). Applicants must provide services in a minimum of 3 counties.

Deliverables or Milestones
Each model of Specialized Legal Domestic Violence Services shall provide services as outlined below:
Grantee will utilize attorneys, paralegals and other professionals to assist clients with navigating the legal system including, but not limited to, obtaining criminal or civil orders of protection, obtaining or defending divorce proceedings, other child-related proceedings, economic or social justice issues.
Grantee will integrate safety planning into legal services as appropriate and have staff trained in domestic violence and safety planning.
Grantee will establish and maintain relationships with and provide education to court personnel and other key allies to enhance advocacy and legal efforts on behalf of victims.
Grantees will establish and maintain collaborative relationships with comprehensive domestic violence prevention and intervention programs and be knowledgeable of available services.
Grantees will establish and maintain collaborative relationships with other entities which address victim's basic needs outside of legal issues, which may include, but not be limited to, housing, employment, substance use, mental health and employment.
Grantees must provide services for the entire funding period.
Grantee must provide inclusive, voluntary services which do not use participation as a condition of services.
Grantees must provide Illinois Domestic Violence Act advocacy - an explanation of the Illinois Domestic Violence Act and how to obtain a civil or criminal Order of Protection (OP) and assistance in obtaining an OP, including intervention/contact on the victim's behalf with representatives of the civil or criminal justice system and law enforcement personnel.
Grantee shall collect and report service outcomes via the InfoNet as directed by the Department. The collection and reporting of this data are essential in determining the outcomes of services provided to clients.

B. Funding Information
This NOFO is considered a competitive application for funding for not-for-profit organizations providing legal advocacy and legal services to victims of domestic violence. This may include entities whose primary focus is legal services or domestic violence victim service agencies.
This award utilizes appropriated state monies to fund this award.
Grantee award amounts will range from $100,000 - $125,000. The applicant must submit a budget narrative which identifies the requested amount of funding and clearly demonstrates the need for the requested funds.
Applicant must submit a program plan narrative which supports the level of funding, details service delivery and ties to performance standards. Proposed project budgets and narratives must be sufficiently detailed and justified to be approved by DHS. Successful applicants will NOT receive a grant agreement until after their budget has been approved through the CSA system.
Subject to appropriation, the grant period will begin no sooner than January 1, 2020 and will extend through June 30, 2020.
The successful applicants under this funding notice may be eligible to receive up to two (2) subsequent one-year grant awards for this program. Renewals are at the discretion of the department and are contingent on the meeting the following criteria:
a. Grantee has performed satisfactorily during the past six months of the previous grant period;
b. All required reports have been submitted on time, unless a written exception has been provided by the Division/Department; and
c. No outstanding issues are present (i.e. in good standing with all pre-qualification requirements and no outstanding corrective action, etc.)
The release of this NOFO does not obligate the Illinois Department of Human Services to make an award. Work cannot begin until a contract is fully executed by the Department.
C. Eligibility Information
An entity may not receive a grant until the entity has registered and pre-qualified through the Grant Accountability and Transparency Act (GATA) Grantee Portal, www.grants.illinois.gov/portal. Registration and pre-qualification are required annually. During pre-qualification, verifications are performed including a check of federal SAM.gov Exclusion List and status on the Illinois Stop Payment List. The Grantee Portal alerts the entity of "qualified" status or informs how to remediate a negative verification (e.g., inactive DUNS, not in good standing with the Secretary of State). Inclusion on the SAM.gov Exclusion List cannot be remediated.
The pre-qualification process also includes a financial and administrative risk assessment utilizing an Internal Controls Questionnaire. A Programmatic Risk Assessment must also be completed for each separate grant for which an applicant intends to apply.
This funding opportunity is limited to not-for-profit organizations providing legal advocacy and legal services to victims of domestic violence. This may include entities whose primary focus is legal services or domestic violence victim service agencies.

In order to charge indirect costs to this grant, the applicant organization must have annually negotiated indirect cost rate agreement (NICRA). There are three types of NICRAs: a) Federally Negotiated Rate. Organizations that receive direct federal funding may have an indirect cost rate that was negotiated with the Federal Cognizant Agency. Illinois will accept the federally negotiated rate. The organization must provide a copy of the federally NICRA. b) State Negotiated Rate. The organization may negotiate an indirect cost rate with the State of Illinois if they do not have Federally Negotiated Rate. If an organization has not previously established in indirect cost rate, an indirect cost rate proposal must be submitted through State of Illinois' centralized indirect cost rate system no later than three months after receipt of a Notice of State Award (NOSA). If an organization previously established an indirect cost rate, the organization must annually submit a new indirect cost proposal through CARS within six months after the close of the grantee's fiscal year. c) De Minimis Rate. An organization that has never negotiated an indirect cost rate with the Federal Government of the State of Illinois is eligible to elect a de minimis rate of 10% of modified total direct cost (MTDC). Once established, the De Minimis Rate may be used indefinitely. The State of Illinois must verify the calculation of the MTDC annually in order to accept the De Minimis Rate.
All grantees must complete an indirect cost rate negotiation or elect the De Minimis Rate to claim indirect costs. Indirect costs claimed without a negotiated rate or a De Minimis Rate election on record in the State of Illinois' centralized indirect cost rate system may be subject to disallowance.
Other Mandatory Requirements
Connection to Comprehensive Domestic Violence Programs
An active connection to emergency shelter is required which may include, but not be limited to, admission to grantee's onsite shelter, calling a shelter program and coordinating admission and transportation to shelter, making hotel or community arrangements for safe shelter.
Staff and Volunteer Training
In order to comply with the confidentiality clause of the Illinois Domestic Violence Act of 1986 (750 ILCS 60/227.), any person, employee or volunteer, who provides services to victims must complete at a minimum 40 hours of training in domestic violence advocacy, crisis intervention and related areas. All Grantees will be required to keep on file documentation that appropriate staff and volunteers meet all training requirements. All information, records and documents concerning persons served must remain confidential and be protected by the Grantee from unauthorized disclosure. Except as required by state or federal law, regulation or order; Grantees must agree not to disclose any information concerning a client without the informed, written and reasonably time-limited consent of the client. Such information must be limited to that which is necessary for the proper delivery of services to the client under the terms of the contract. Grantees will be required to have in place and follow written policies and procedures on client confidentiality and the release of client information. More information on confidentiality requirements can be found in the Confidentiality chapter of the Illinois Domestic Violence Services Guidelines Manual.
Grantees will be required to assure the health and safety of clients during all stages of service delivery. The safety of victims and their children must be paramount when determining operational policies and procedures, client eligibility and admission to services. Programs are required to have in place and follow written security and safety procedures designed to protect clients and staff from perpetrators of abuse. Services must be provided in a secure environment. Additional information on safety requirements can be found throughout the Illinois Domestic Violence Services Guidelines Manual on the ICADV website. All federal, state and local requirements related to health, safety and zoning must also be met.
Monitoring, Training and Technical Assistance
Grantee must agree to participate in monitoring activities and receive consultation and technical assistance from the Department or its authorized representatives. Grantee staff will be required to be in attendance at site visits. Programs may be required to attend meetings and training as provided by the Department or a subcontractor of the Department.
Data Collection Requirements
Grantees will be required to document service delivery and maintain accurate and complete service records for each client. As directed by the Department, Grantees will be required to submit quarterly data by the 25th day following the close of the quarter and progress reports to the Department as requested. The InfoNet documentation system, operated by the Illinois Criminal Justice Information Authority, is the required documentation system for all domestic violence programs funded through the Department.
Documentation will include but not be limited to the determination of each client's eligibility, the types and amounts of services provided to each client, measurable outcome data, budget and expenditure reports, and year-end performance reports. Grantees may also be required to participate in other survey, research and program evaluation efforts approved by the Department. For more information on minimum requirements of documentation, please refer to the Documenting Services and Evaluation chapters of the Illinois Domestic Violence Services Guidelines Manual.
Cultural and Linguistic Competency
All grantees must provide services in a trauma-informed, culturally sensitive manner. Grantees need to understand, acknowledge and respect the differences among victims of domestic violence in ethnicity, race, religion, age, gender, abilities, language and other characteristics, and provide services in a relevant, competent and appropriate manner in accordance with these differences. Programs should demonstrate an ability to adapt individual interventions, programs, and policies to fit the cultural context of the individual family or community. Grantees must have established partnerships with organizations that primarily serve underserved populations and have a written plan for referrals, coordinated or contracted services and confidentiality.
Grantees or subcontractors may not charge fees to victims or significant others seeking services under this funding opportunity.

2. Content and Form of Application Submission
Program Plan Narrative Content
A. Executive Summary (2-page maximum) - 5 points
The Executive Summary will serve as a stand-alone document for the successful applicant that will be shared with various state-level stakeholders and others requesting a brief overview of the funded project. Therefore, applicants should be concise and direct in their description and provide an overview of the services proposed with these funds and the outcomes that will be achieved. The description should provide a clear understanding of how these services will be delivered, the process and how the services will be individualized. Describe services to be provided, need for the services, area to be served, capacity to provide the services and the projected numbers to be served within each program component.
B. Program Narrative: Need - Description of Need (2 pages maximum) 10 points
The purpose of this section is for the applicant to provide a clear and accurate picture of the need for these services and benefits gained. State and describe the service area, the target population and the need for services in your community. Information in this section should include, but not necessarily be limited to, the following:
- Identification of catchment area. Include description and demographics of communities served.
- Description of accessibility and availability of services that reflect your client and communities needs.
- Identification of underserved or inadequately served populations and any special needs in the catchment area.
- Describe the issues that victims of domestic violence face and any related barriers in accessing legal services to address these issues.
- Identification of proposed or established partnerships with comprehensive domestic violence agencies. Attach signed linkage agreements or Memorandums of Understanding which outline referral process, service coordination and any joint activities (Attachment A).
- Identification of proposed or established partnerships with other agencies which may provide services to meet identified needs in clients.
- Describe current trends or issues, service gaps or unmet needs in the community or target population.
C. Program Narrative: Capacity - Agency Qualifications/Organizational Capacity (8 pages maximum-attachments do not count toward page maximum) 40 points
The purpose of this section is for the applicant to present an accurate picture of the agency's capacity, qualifications and ability to provide the program as described in this Funding Notice. Information in this section should include, but not necessarily be limited to, the following:
- Convincing evidence that the applicant agency is capable of carrying out the proposed program, including fiscal, administrative and programmatic ability to manage grant. This should include experience, staffing patterns and qualifications to comply with GATA fiscal and administrative requirements. Highlight any recent changes in policies and procedures to improve fiscal, administrative or programmatic capacity.
- An organizational chart of the applicant organization, showing where the program and its staff will be placed. If subawards will be used, include the relationship with those organizations in the chart. Label Attachment B.
- Identify key staff positions that will be responsible for the program and their qualifications to implement the program deliverables. Complete Contact Information template - Attachment C
- A description of your agency's current programs and activities relevant to the services described in this NOFO.

- Describe the trauma-informed approach to delivery of services. Including how are staff trained on trauma-informed practices, changes the agency has made to be more trauma-informed and how the agency ensures that trauma-informed practices are being implemented.
- Detail service provision numbers. (Attachment E)
- Describe agency oversight and available resources for fiscal, administrative and programmatic areas.
- Describe the agency capacity to provide a welcoming, accessible and inclusive environment.
D. Program Narrative: Quality - Description of Program Design and Services (9 pages maximum) 40 points
The purpose of this section is for the applicant to provide a comprehensive, clear and accurate picture of its intended program design. At a minimum, the proposal must address each of the following components:
- Provide an overview of service delivery model or standards for providing domestic violence legal services.
- Include process for initiating services, eligibility criteria, identification of service needs and service planning.
- Describe how your agency will work with comprehensive domestic violence programs to address shelter, counseling, and other supportive service needs of clients with domestic violence.
- Describe outreach, education, and systems advocacy efforts and community partnerships.
- Describe how the program design has direct correlation to the needs identified in the needs section of the application. Include how your program provides culturally appropriate and/or linguistic services, staffing, materials, outreach.
- Describe how the program addresses transportation assistance.
- Describe what resources and other knowledge, skills, or abilities are available to implement quality programming.
- Describe your program staff's qualifications and training. Include education and/or experience, initial and ongoing training, staff supervision, training budget, certifications.
- Describe how your program will achieve the targeted performance standards. List any additional outcomes your program will target to achieve.
- Develop a timeline which details out project implementation (Attachment F).
E. Budget and Budget Narrative (Attachment D) 5 points
The applicant must submit a budget narrative which identifies the requested amount of funding and clearly demonstrates the need for the requested funds. Budget should support delivery of Specialized Legal Domestic Violence Services as defined in Section A Program Description and Section B Funding Information. In this section of the application narrative, provide a detailed, Budget Narrative of the items allocated within your proposed budget. The budget narrative should support applicant proposed activities and established deliverables and expected performance standards in the NOFO.
Applicants are required to submit a budget in the IDHS Community Services Agreement (CSA) Tracking System which follows and adheres to all applicable State and Federal guidelines. The Budget entered into the CSA system will also include a narrative or detailed description/justification for each line in the budget and will describe why each expenditure is necessary for program implementation and how you arrived at the amount. Please include cost allocations as necessary. This narrative must also clearly identify indirect costs, direct program costs, direct administrative costs, and match within each line item as appropriate. The Budget (including MTDC base exclusions as appropriate) should clearly describe how the specified resources and personnel have been allocated for the tasks and activities described in your plan.
Please note, your FY 2020 contract will not be processed until your budget has been reviewed and approved in the CSA system. It is critical that the budget submitted is as detailed as possible. The budget should reflect the six-month grant cycle.
3. Dun and Bradstreet Universal Numbering System (DUNS) Number and System for Award Management (SAM).
Each applicant (unless the applicant is an individual or Federal or State awarding agency that is exempt from those requirements under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal or State awarding agency under 2 CFR § 25.110(d)) is required to:

ii. Provide a valid DUNS number in its application; and
ii. Continue to maintain an active SAM registration with current information at all times during which it has an active Federal, Federal pass-through or State award or an application or plan under consideration by a Federal or State awarding agency. It also must state that the State awarding agency may not make a Federal pass-through or State award to an applicant until the applicant has complied with all applicable DUNS and SAM requirements and, if an applicant has not fully complied with the requirements by the time the State awarding agency is ready to make a Federal pass-through or State award, the State awarding agency may determine that the applicant is not qualified to receive a Federal pass-through or State award and use that determination as a basis for making a Federal pass-through or State award to another applicant.

Applications will NOT be accepted if received by fax machine, hard copy, disk or thumb drive. Applications will be opened as they are received. Applicants will receive an email (within 72 hours of receipt or 120 hours if received on a non-business day) notifying them that their application was received and if it was received by the due date and time. All applicants are subject to the funding restrictions relating to allowable and unallowable costs as set forth in 2 CFR 200, Subpart E - Cost Principles.
E. Application Review Information
Applications that fail to meet the criteria described in the "Eligible Applicants" and the "Mandatory Requirements of the Applicant" will not be scored and considered for funding.
Review teams are comprised of up to 3 individuals. Applications will first be reviewed and scored individually. Then, team members will collectively review the application, their scores and comments. Individual team members may choose to adjust scores to appropriately capture content that may have been missed initially. Scores will then be sent to the application Review Coordinator to be compiled and averaged to produce the final application review team score.
Priority points will be given to those applicants that provide services in rural areas of Regions 3, 4 or 5.

2. Review and selection Process
Scoring will not be the sole award criterion. The Department reserves the right to consider other factors such as: geographical distribution, ICQ and PRA results, demonstrated need, past performance as a state grantee, etc. While recommendations of the review panel will be a key factor in the funding decisions, the Department maintains final authority over funding decisions and considers the findings of the review panel to be non-binding recommendations. Any internal documentation used in scoring or awarding of grants shall not be considered public information.
Competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal and shall be reviewed by IDHS' Appeal Review Officer (ARO). All appeals must be submitted in writing to Teresa Tudor at Teresa.Tudor@illinois.gov within 14 calendar days after the grant award notice has been published. The written appeal shall include at a minimum the name and address of the appealing party, identification of the grant and the reason(s) for the appeal. The appeal will be sent to the ARO for consideration and a response to the appeal will sent within 60 days.
3. Anticipated Announcement and State Award Dates.
The Department anticipates notifying successful applicants on or before January 30, 2020. Funding for the period of January 1, 2020 through June 30, 2020 is not automatically guaranteed. All applicants must continue to demonstrate that they meet all requirements under this NOFO described throughout.
F. Award Administration Information
1. State Award Notices.
- Applicants recommended for funding under this NOFO following the above review and selection process will receive a Notice of State Award (NOSA). The NOSA shall include:
- The terms and conditions of the award.
- Specific conditions assigned to the grantee based on the fiscal and administrative, programmatic risk assessments and merit-based review conditions.
- Is not an authorization to begin performance or incur costs. Note: With approval, pre-award costs for services in anticipation of an award are allowable where necessary for the efficient and timely performance of the program and are subject to 2 CFR 200.458. Applicants who have been performing the services specified in this NOFO since January 2020 must provide proof of services and associated expenses. Only applicants who receive an award as a result of the NOFO and merit-based review process will be eligible for pre-award costs. Any applicant who has performed services since January 2020 that does not receive an award under this NOFO will not be eligible for reimbursement of costs incurred.
- NOSA must be accepted by the grantee at the Grantee portal.
- Upon acceptance of the NOSA, public announcement of the grant award shall be completed through the publishing by the Census Office to www.Grants.Illinois.gov.
- A written Notice of Denial shall be sent to the applicants not receiving awards.
2. Administrative and National Policy Requirements.
The agency awarded funds shall provide services as set forth in the IDHS grant agreement and shall act in accordance with all state and federal statutes and administrative rules applicable to the provision of the services.
The legal agreement between IDHS and the successful applicant(s) will be the standard IDHS Uniform Grant Agreement. - The Grantee will submit monthly Periodic Financial Reports (PFRs) no later than the 25th of each month for the preceding month by email.
- The Grantee will submit an annual program plan and a detailed program budget and budget narrative in the CSA system.
- The Grantee must ensure data is entered into the InfoNet data system as required to ensure accurate reports.
- Additional annual performance data may be collected as directed by the Department and in a format prescribed by the Department.
- Year end financial, narrative and performance data reports will be submitted as directed by the Department.
- Failure to comply with contract or reporting requirements may result in grantee placement on the Stop Payment List
