Williams Consent Decree Administrator Position Announcement

The Illinois Department of Human Services is seeking an experienced professional to oversee the state's activities under the Williams Consent Decree and ensure that all directives and deliverables are met. This individual will lead the design and development of a comprehensive, integrated community mental health system for adults with mental illness who are transitioning from long term care facilities to community living options. Successful candidates will demonstrate the ability to manage across multiple domains, including planning, implementation, operations, and reporting, and will be expected to work collaboratively with sister state agencies and community partners to identify, anticipate, and promptly resolve barriers to transition. This position is responsible and accountable for all Williams Consent Decree reporting requirements, including data collection and analysis, outcome reports, and ongoing communications with the court monitor, providers, and other internal and external stakeholders. DHS takes seriously its responsibilities under the Williams Consent Decree, and pledges to work in ways that promote collaboration, accountability, and systems change.

This position requires the knowledge, skill and development equivalent to college coursework in a social or behavioral health field; a Master's Degree in social work, psychology, rehabilitation services, public health or a related behavioral health service/education field is preferred. Thorough knowledge of long-term care systems, including federal and state standards and regulations, is essential. Outstanding oral and written communication skills are a must, as is experience managing multiple complex projects in relevant settings. Prefers experience with community mental health services, evidence-based practices, care coordination, and healthcare planning. Requires at least five years supervisory experience. Requires writing sample at time of interview with proven ability to produce complex court reports, grants, and/or other professional documents.
