Illinois Department of Human Services

09/26/19

Policy Memo

Obsoletes Policy Memorandum dated 12/09/15

Summary

Effective 09/27/19, the Expedited SNAP Benefits with Postponed Interview project that was implemented in DuPage, Lake and Winnebago Counties will end. This was a project conducted under the United States Department of Agriculture (USDA) Food and Nutrition Services (FNS) waiver approval. FNS has decided to discontinue this waiver due to concerns associated with program integrity and access.

  • DuPage, Lake and Winnebago FCRC's can no longer postpone the eligibility interview. All counties are to follow normal policy and procedures for expedited processing of SNAP applications (PM 02-08-02-a) effective 09/27/19.
  • Postponed Interview logic will be removed from IES with the following changes:
    • IES will no longer display the message, " Expedited SNAP application eligible for postponed interview. Schedule the appointment and proceed to data collection",  on the Schedule Appointments page when the First and Second Cold Call attempt fields on the Cold Calling Details page are set to yes and the Call Outcome fields are either "Call Disconnected", "No Answer", "Left a Message" or "No Valid Number".
    • When HSCs select an Interview Mode of Postponed on the Individual Interviewed/Applicant Details page and either clicks SAVE+CONTINUE or SAVE+PREVIOUS, they will receive a hard stop message "Postponed Interviews are no longer available effective 08/29/19. Please select another interview mode".  The effective date will be changed in IES in the near future to reflect 09/27/19.
