Policy Memo

Summary

  • Due to state law, beginning October 2018, the cash payment levels for TANF and Refugee cases are increasing by 30% of the Federal Poverty Guidelines set by Department of Health and Human Services.
  • IES will recalculate active cases using the new payment amounts for October 2018 benefits.
  • IES will calculate the new amount for new approvals after October 1, 2018.
  • Effective October 2018 TANF and Refugee cash payment levels will no longer vary by the customer's county of residence.
  • The Child-Only payment level will be 75% of the payment level that would consist of a caretaker relative with children.
  • CN 18.18 CASH ASSISTANCE INCREASE will be sent to all active TANF and Refugee EDGs.
  • The Family Assist medical program income standards, which are based on TANF standards, will increase effective October 2018.

Due to state law, the cash payment levels for TANF and Refugee cases are increasing by 30% of the Federal Poverty Guidelines set by Department of Health and Human Services.

New Approvals

IES will calculate using the new payment amounts for new approvals after October 1, 2018.

Recomputation of Active Cases

  • The increase is effective for active cases beginning with the October payment month.
  • IES will recompute cash payments, parental liability, sanction, and recoupment amounts based on the new payment levels.
  • SNAP will also be recomputed as a result of increased cash payments.
  • If the recalculating using the new payment level causes a decrease in the SNAP, IES will generate Notice of Decision (Form 360c) to the customer.

Client Notice

Client Notice CN 18.18 CASH ASSISTANCE INCREASE will be mailed to TANF and RRA households no later than September 30, 2018.
