06.01.02 - Parent Reimbursements

Policy Statement:

Child care may be provided through one of the following methods:

  1. direct payment to the clients for child care costs;
  2. arranging the child care through eligible providers by use of purchase of service contracts or vouchers;
  3. arranging with other agencies and community volunteer groups for non-reimbursed child care; and
  4. adopting such other arrangements as the Department determines appropriate.

Applicability:

This procedure is only applicable to the Certificate Program.

Procedures:

The parent reimbursement process is available to those parents who must pay for their child care costs out of pocket until the client or their provider is approved for child care assistance through the Department of Human Services. This usually occurs when a parent changes providers.

A parent and their provider must complete a Request for Reimbursement form (Form IL444-3455F) to initiate the parent reimbursement process. The Request for Reimbursement form is returned to the appropriate CCR&R for processing. CCR&R staff should follow the procedures outlined in the Child Care Tracking System Manual for detailed instructions pertaining to data entry of a parent reimbursement.

This method of payment can only be used on a short-term basis and is not intended to replace the Child Care Certificate payment process.
