Minutes

  1. Call to Order
    Jack Wuest called the meeting to order. 
  2. Roll Call
    On Call: Jack Wuest, Kenneth Martin Ocasio, Molly Uhe, Gretchen Lohman (not on call: Caitlyn Barnes, Quiwana Bell, Reyahd Kazmi).  We switched the conference call number because there were issues with the other one. 605-472-5720, enter code: 795221#
  3. Review of Minutes
    Group reviewed May 3 meeting minutes/edit and approval. 
    1. Jack Wuest made a motion to approve the minutes; Kenny Ocasio seconded the motion. All in favor. Minutes approved. 
  4. Discuss May 14 Granite City hearing
    1. The hearing was well-attended, with 70 people. The biggest issue was transportation.
    2. Granite City HS is starting an adult high school in the fall.
    3. Solutions - more mentorships, better transportation system, receiving stipends.
    4. Block parties - employers could go into communities to meet with youth where they are. Look into more therapy and substance abuse services.
    5. More meetings between youth, workforce development programs, employers, organizations.
  5. Discuss May 14 Press Conference for UIC Great Cities Institute report and press
    1. Press conference covered by Chicago Tribune and other local media (radio, TV).
    2. UIC Great Cities Institute report - outlines the latest data for youth and young adults in the city, metro area, and western and southern rural areas (predominantly white). There are significant problems with opiates in all areas. Looked at manufacturing jobs - companies moved out to cheaper labor and left these areas in dire straits with not enough jobs. Public transportation is a big problem - there are no really good ways to get to work. This is not isolated just to Illinois - it is a problem across the country. There is interesting data from Western Europe that details similar issue of youth out of school and out of work.
    3. A few students spoke at the press conference.
    4. Danny Davis, Chuy Garcia in attendance. Dick Durbin was unable to make it, but he did visit West Town Academy later and met with students.
  6. Discuss categories of services we are working on in terms of data. We have a lot in terms of data already, combined with research from the Program, Policy and Finance Committee. If there is any other data that people have in terms of jailing and homelessness, please send it. In June, July, and August, we want to update on the follow areas of data to prepare for the report for the Task Force. If anyone sees interesting studies and data, please send it to the group.

    1. Jack is talking to Anna Katter and Project Oz to schedule other hearings across the state.
    2. Jack talked to Andi Durbin about the Professional Development committee to compile more information.
    3. Gretchen will reach out to National Governors Association and National Council of State Legislatures for information.
    4. Jack will talk to people in business associations - IL Hispanic Chamber of Commerce, Immigrant Business Coalition, etc.
    5. Send everyone the NYEC report.
    6. Unemployment rate from 3.9 to 3.8 - Feb, March, April, May - more than 900,000 people left the labor market. When our economy is generating jobs and people are still leaving the labor market, a lot of it is tied to other issues. Workers 25 & older. Jack to send out monthly analysis.
