    Meeting was called to order at 12:06pm
  2. Roll Call:  Jack Wuest, Alternative Schools Network; Sheila Venson, Youth Connection Charter School; David Whittaker, Chicago Area Project; Rickey Williams, Chicago Area Project; Aaron Hacker for Karrie Rueter, Illinois Department of Human Services; Kathleen Kelly, State Senator Chuck Weaver, 37th District
  3. Review of Program Policy and Finance
    The discussion focused on many areas in terms of program policy and finance regarding out of school youth and young adults.

  4. Program Options:
    Specific Programs discussed to look at include:
    1. TANF funding for summer and year round employment
    2. WIOA ITA
    3. Adult education - ICCB
    4. ICCB Adult High School certification process that is now developing
    5. ICCB High School Equivalence
    6. ISBE - TAOEP, Regional Safe Schools, etc.
    7. Regional offices of education
    8. Juvenile justice redeploy
    9. Karl Perkins federal for vocational training
    10. Ability to benefit
    11. Competency based diploma and certificate - CPS has pilots in 4 schools

    Look at these programs re-enrolling out of school youth:
    1. Portland, Oregon
    2. Peoria District 150
    3. ROE Program
    4. Medicaid
    5. Various certificates for job skills
  6. Review of Work, Education and Certification
    The discussion focused on the key to combining work and education skills, credentials and certifications including a high school diploma. The discussion also talked about the importance for older youth and young adults to get employment to stabilize their situation and then combine that as soon as possible with their getting a high school diploma. There was also a discussion about what jobs will be needed in the future in terms of skills and the types of jobs. Katie Johnson talked about the great Peoria Economic Development Council that was looking at what jobs were coming online and what skills were needed for those jobs.
