Action Memo
Effective January 2018, IES performed a mass change update to reflect the Cost of Living Adjustment (COLA)for Social Security benefits. Due to the update, some individuals were changed from the Family Health Plan (FHP) and ACA Adult groups to Aid to the Aged, Blind and Disabled (AABD) group. Resources are exempt for the FHP and ACA Adult programs. Resources are not exempt for individuals changed to AABD. A request for declaration or verification of resources was sent to individuals affected by this change. Apply simplified processing when determining eligibility. Refer to PM 02-07-03-i.
Determine from the chart below the verifications required in order to determine AABD eligibility.

The Verification Check List (VCL), along with HFS 2378DR (pdf) or HFS 2378VR (pdf), was sent during the week of January 22, 2018 in a special mailing. IES will set a task in the "Ready to Certify Queue" when verifications are due. If the individual provides the requested information, determine ongoing eligibility. If the individual fails to provide the requested information, cancel the case. See WAG 06-25-04 for further guidance.
