27-33-01-a: Healthy Start-Medicaid Presumptive Eligibility (MPE) Application

This sub-topic describes the TARs used in the MPE Program. These TARs are used in AIS and IPACS to:

  • register an application,
  • issue a medical card, and
  • deny a pending MPE application when a different application including the MPE application is approved.

The following TARs are used in combination with a specific TA.

New Application (TA 01)

MPE applicant has not received benefits under this case number.

  • TAR 44 - Use to register an MPE application.

Reapplication (TA 02)

MPE applicant has previously received benefits under this case number.

  • TAR 44 - Use to register an MPE application.
  • TAR 46 - Restore MPE application to pending status.

    Use to restore an MPE application to pending status after a TA 10/TAR 45 action or TA 10/TAR 47 action.

    NOTE: Use to reopen an MPE application that was denied before the expiration of the initial eligibility period. 

Denial (TA 05)

Use the following TARs to deny an MPE application.

  • TAR 92 - MPE client already approved for benefits under another case number.

    Use to deny an MPE application when the applicant is approved in an application with other family members. TAR 92 does not generate a denial notice.

  • revised textTAR 93 - MPE Client failed to apply for benefits before the expiration of her initial MPE eligibility period.

    Use to deny an MPE application when the MPE client fails to apply for ongoing benefits before the expiration of her initial MPE eligibility period. Use TAR 93 instead of TAR 03, Applicant Failed to Appear for Scheduled Eligibility Interview. TAR 93 does not generate a denial notice. TAR 93 does not appear on the Client Database.

Approve and Cancel (TA 10)

Use the following TARs to approve an MPE application.

  • TAR 45 -  Medical card authorized for initial MPE eligibility.

    Use to authorize initial MPE eligibility coverage from the MPE determination date through the last day of the month following the month of the MPE determination.

    In Item 93, the turnaround Form 552 has:

    MEDIPLAN CARD FOR HEALTHY START/MPE COVERAGE

    NOTE: The system approves and cancels the MPE application, and reregisters it using TA 02/TAR 46 to restore the case to pending status.

  • TAR 47 - 90-day medical card authorized for MPE coverage.

    Use to authorize the 90-day medical card for MPE coverage. (This TAR will not process unless there is a TA 10/TAR 45 action in the Client Database (CDB) showing a medical card was issued for an initial period of MPE eligibility.)

    In Item 93, the turnaround Form 552 has:

    MEDIPLAN CARD FOR HEALTHY START/MPE COVERAGE

    NOTE: The system approves and cancels the MPE application, and reregisters it using TA 02/TAR 46 to restore the case to pending status.

  • revised textTAR 49 - 45-day medical card authorized for Healthy Start coverage.

    Use to authorize a 45-day medical card for a pregnant woman who has an application pending for cash and/or medical at the Family Community Resource Center at the time they are determined MPE eligible.
    The turnaround Form 552 has "MediPlan Card for Healthy Start/MPE coverage" in Item 93. 

NOTE: The system approves the MPE application (TA 10/TAR 49) and cancels it (TA 28/TAR 26), but will not restore it to pending status.

Central Cancellation (TA 28)

TARs used to centrally cancel an MPE case.

  • TAR 25 - Used to centrally cancel an MPE case after the TA 10/TAR 45 action authorizing the medical card for an initial period of MPE eligibility.

    NOTE: The system centrally cancels the MPE case, and reregisters it using TA 02/TAR 46 to restore the case to pending status. 

  • TAR 26 - Used to centrally cancel an MPE case after TA 10/TAR 47 and TA 10/TAR 49 actions authorizing MPE eligibility coverage.

    NOTE: The system centrally cancels the MPE case, and reregisters it using TA 02/TAR 46 to restore it to pending status following the TA 10/TAR 47 action. 

Authorizing a Medical Card for MPE, FamilyCare Assist, All Kids Assist Spenddown Cases (TA 55)

(One-Month Only)

  • TAR 45 - 15-day MediPlan card authorized for MPE coverage for a current spenddown client.

    Use in IPACS to authorize a 15-day medical card for an MPE applicant, in unmet spenddown status for any time during the period starting with the MPE determination date and ending the 14th calendar day after the MPE determination date.

    Use for persons in spenddown status to authorize MPE coverage for non-covered periods.
