The amount that a life insurance policy states will be paid upon the death of the insured person or the maturity of the policy.

fair market value

The value of property in the current market.

Family and Community Resource Center (FCRC)

A local DHS office.

Family Assessment (FA)

The evaluation of the customer, the customer's family, and the family's situation to determine what benefits the family may be eligible to receive and how best the customer and the Department can meet their needs.

Family Assessment Module

VCM component which allows a worker to assess and document information about the customer and his or her family's situation.

Family Assist

Medical assistance for families whose income is below the TANF Payment Level (Family Assist Standard).

FamilyCare Assist

Medical assistance for the caretaker relative (and their spouse) of children or the spouse of a pregnant woman with countable income greater than the Family Assist Standard, but equal to or less than the FamilyCare Assist Standard.

FamilyCare/All Kids Assist

Medical assistance case that contains both adults and children.

Family Health Plans

Umbrella name for all family (category 94 and 96) medical programs.

Family Health Spenddown

Medical assistance (category 94 and 96) for children with income above the All Kids Assist Standard and for adults with income above the FamilyCare Assist Standard.

father

A man determined, through an administrative or judicial process, to be the father of a child for the purposes of establishing and enforcing child support. (Also see acknowledged father, adjudicated father, alleged father, biological father, and putative father.)

New TextFederal Data Services Hub (FDSH)

A federally operated data repository and clearinghouse that will verify citizenship, immigration status, and tax information with the United States Social Security Administration (SSA), the United States Department of Homeland Security (DHS), and the Internal Revenue Service (IRS). The FDSH is used by Medicaid and the Health Insurance Marketplace.

Federally Facilitated Marketplace (FFM)

The federally sponsored program where Illinois residents can purchase qualified health plans/insurance.

Federal Financial Participation (FFP)

Federal funding available to states to provide Medicaid access to customers. This funding is the match for Medicaid expenses that Illinois receives.

Federal Medical Assistance Percentage (FMAP)

Used to determine the federal math allocated annually to certain medical and social service programs administered by the State. The match for Medicaid services in Illinois is typically 50% but for many ACA related items it is higher.

Federal Tax Information (FTI)

Refers to individual income tax information or information from a person's tax return.

Federally Qualified Health Center (FQHC)

A clinic that receives federal funding under Sections 329, 330, or 340 of the Public Health Service Act, or which the Public Health Service has designated a "look-alike".

fiscal month

A fiscal month is a month that starts on a specific date in one calendar month and ends on the day before that same date in the next calendar month, e.g., May 1st through May 31st.

Food Assistance

Food benefits received under the federal SNAP and/or Illinois' State Food Program

food stamp (FS) only unit(now called SNAP)

A benefit unit that receives food stamps together, but does not receive cash or medical benefits together.

The Food Stamp Program is designed to improve the nutrition of low-income people. Eligible people receive food credit in dollar amounts, and can use it at participating retailers for food they need for good health. Food stamps are 100% federally funded. Eligibility is based on income, assets, and various nonfinancial requirements.

foreclosure

Court action to enforce payment of a debt on real property. The mortgaged property is sold to satisfy the debt. After the property is sold, the former owner has a period of time in which to redeem the property by paying the debt.

Foster Care/ Adoption Assistance

Under Title IV-E of the Social Security Act, federal funds are provided to states to pay for foster care and adoption assistance. Federal funding is provided only for children who would otherwise be living in TANF-eligible homes.

Front Door contractor

The community partner agency under contract to provide supportive service payments to TANF applicants.

FSIS

FSIS was the abbreviation for the "Family Support Information System." FSIS was a computer processing and inquiry system for the child support enforcement program. KIDS replaced FSIS.
