PM 22-09-03: Refusing to Cooperate With QC Review (SNAP)

revised textCancel or deny SNAP benefits to applicants/customers who refuse to cooperate with a QC review.

revised textApplicants/customers who refuse to cooperate with a SNAP QC review are ineligible for SNAP for a penalty period. The penalty period for a SNAP unit that refused to cooperate with a QC Review is 125 days following end of the federal fiscal year of the month the case was originally sampled.

revised textIf the customer reapplies during the penalty period, the customer must cooperate with QC before they can receive SNAP. The penalty period ends February 3 (125 days) following end of the federal fiscal year of the date the case was originally sampled.

revised textExample 1: A SNAP unit's sample month is 01/2011. The unit is canceled for failing to cooperate with QC starting 04/2011 (FFY 10/01/10 through 09/30/11). To be eligible, the SNAP unit must cooperate with QC if it reapplies before 02/03/12.

revised textExample 2: A SNAP unit's sample month is 10/2011. The unit is canceled for failing to cooperate with QC starting 01/2012 (FFY 10/01/11 through 09/30/12). To be eligible, the SNAP unit must cooperate with QC if it reapplies before 02/03/13.

new textIf the SNAP unit reapplies after the penalty period, treat the application as a regular application. The SNAP unit must provide all required verifications, see PM 02-07-03, in order to be eligible for SNAP.

new textUnit Member(s) That Refused to Cooperate Leaves the Unit.

When the SNAP unit member(s) that refused to cooperate with the QC review leaves the SNAP unit, the penalty follows the SNAP unit member(s).  Unit members that remain are eligible for SNAP.  If the SNAP unit member(s) that refused to cooperate reapplies in a new unit, the new unit is ineligible for SNAP until the end of the penalty period or until the member cooperates with QC.

If the FCRC is unable to determine which unit member(s) refused to cooperate, the Bureau of SNAP Integrity will determine which SNAP unit gets the penalty.
